SLS 19RS-1073 ORIGINAL 2019 Regular Session SENATE RESOLUTION NO. 197 BY SENATOR ALARIO COMMENDATIONS. Commends Senator Yvonne Colomb for her many years of public service in the Senate and the Legislature of Louisiana. 1 A RESOLUTION 2 To commend the Honorable Yvonne Colomb for over twenty-five years of outstanding 3 public service on behalf of the citizens of Baton Rouge and Louisiana through her 4 tenure in both chambers of the Louisiana Legislature. 5 WHEREAS, for more than two decades Senator Yvonne Colomb has used her 6 legislative experience to promote community services in Baton Rouge's poorest 7 neighborhoods; and 8 WHEREAS, Yvonne Colomb was born and reared in the city of Baton Rouge, where 9 she matriculated through the public school system of East Baton Rouge Parish, having 10 graduated from Capitol High School and attended both Southern University and Louisiana 11 State University, attaining a Bachelor of Science in Political Science from Louisiana State 12 University; and 13 WHEREAS, Yvonne developed her recognized expertise in management and public 14 service while employed with the 19th Judicial District Clerk of Court's Office, where in just 15 a few years she rose from an entry level position to become Executive Administrator, 16 managing a five million dollar budget and supervising two hundred fifty employees in 17 eighteen departments; and 18 WHEREAS, in 1993, Senator Colomb was first elected to the State Legislature Page 1 of 3 SR NO. 197 SLS 19RS-1073 ORIGINAL 1 representing House District 67, where she was instrumental in passing legislation affecting 2 children and young adults, healthcare, the elderly, teachers, and other school personnel; she 3 was twice reelected and in her final term in the House of Representatives, she was elected 4 Speaker Pro Tempore; and 5 WHEREAS, in 2007, the constituents of Senate District 14 believed in Yvonne and 6 elected her to the upper chamber where she carried the commitment of supporting social 7 issues for the interests of the poor, the disenfranchised, the young, and the elderly; and 8 WHEREAS, during her tenure in the Louisiana Senate, Senator Colomb has served 9 on several standing committees including Local and Municipal Affairs, which she currently 10 chairs, Revenue and Fiscal Affairs, Judiciary C (former chairman), Health and Welfare, 11 Education, the Joint Legislative Committee on Capital Outlay, and the Select Committee on 12 Women and Children; and 13 WHEREAS, as a fighter for change, Senator Colomb has been a major force in the 14 passing of landmark legislation such as the Louisiana Uniform Adult Guardianship Act, the 15 Protective Proceedings Jurisdiction Act, the Louisiana Family Care Giver Act, and Real ID; 16 and 17 WHEREAS, Senator Colomb has been celebrated for her civic achievements 18 throughout public life as the deserving recipient of many honors; one of her most recent 19 awards includes the Women in Politics Making a Difference Award from NCSL Women's 20 Legislative Network, which noted that, "Her connection to the community is deeply felt. 21 Every fall, she sponsors events around the community where she gives away school supplies 22 to thousands of children. Each summer she raises money and leads two-week trips where 23 disadvantaged youth are given the opportunity to travel on their first vacation to destinations 24 across the U.S. such as Disneyland or the Grand Canyon. Her commitment to not only 25 serving her community but inspiring its youth is why we are proud to name her one of our 26 awardees"; and 27 WHEREAS, from Holy Scripture, Proverbs Chapter 3, Verses 1 and 2 read, "My son, 28 forget not my law; but let thine heart keep my commandments: For length of days, and long 29 life, and peace, shall they add to thee"; and as a Christian, Yvonne Colomb has lived by faith 30 and as a legislator she has served her constituents with passion straight from the heart; and Page 2 of 3 SR NO. 197 SLS 19RS-1073 ORIGINAL 1 WHEREAS, Yvonne Colomb is a dedicated and loving wife, mother, grandmother, 2 and friend, who is a leader and a public servant in the true sense of the word; and 3 WHEREAS, she has served with distinction in such a way that the loss of this vast 4 amount of knowledge, experience, helpfulness, encouragement, and love will leave a deep 5 void for many years to come in the hearts and minds of all who have passed through the halls 6 of the Louisiana Capitol. 7 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 8 does hereby commend and bestow great pride and honor on Senator Yvonne Colomb for 9 over twenty-five years of outstanding public service, in both houses of the Legislature, on 10 behalf of the citizens of Baton Rouge and Louisiana. 11 BE IT FURTHER RESOLVED that the Senate of the Legislature of Louisiana does 12 hereby recognize and record for posterity the record of Yvonne Colomb's gifts and talents 13 and offers her congratulations with best wishes for health and happiness in all future 14 endeavors. 15 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted with 16 affection and appreciation to Yvonne Colomb.
