2019 Regular Session ENROLLED SENATE RESOLUTION NO. 232 BY SENATORS MILKOVICH AND PEACOCK A RESOLUTION To commend Randy Lucky upon the occasion of his retirement from the Caddo Parish Commission. WHEREAS, Randy Lucky is a native of Natchitoches, Louisiana, and attended Northwestern State University where he earned an associate degree in business administration; and WHEREAS, he was employed as the administrator for the Natchitoches Parish Police Jury, where he served for approximately four years; and WHEREAS, Mr. Lucky is currently the Assistant Administrator for the Caddo Parish Commission, a position he has held since 1998; and WHEREAS, the Parish of Caddo employs approximately three hundred fifty employees and Mr. Lucky is responsible for its day-to-day operations; and WHEREAS, he is a past president of the Organization of Parish Administrative Officials and was appointed by former Governor Kathleen Blanco to serve as a charter member of the Louisiana Uniform Construction Code Council; and WHEREAS, Mr. Lucky is married to Carol Lancaster Lucky and they have three children and five grandchildren; and WHEREAS, the success of the state of Louisiana, the strength of its communities, and the overall vitality of American society depend in great measure upon people like Randy Lucky. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby commend and congratulate Randy Lucky upon the occasion of his retirement from the Caddo Parish Commission and does hereby extend to him best wishes for continued success and happiness in all of his future endeavors.
