SENATE RESOLUTION NO. 247
BY SENATORS WALSWORTH AND GATTI 
COMMENDATIONS.  Commends James D. Madden on his numerous contributions and
accomplishments.
1	A RESOLUTION
2 To commend James D. Madden on his numerous contributions and accomplishments.
3 WHEREAS, James D. Madden was born in Heflin, Louisiana, on January 13, 1938;
4 and
5 WHEREAS, after his early years in Heflin, his family moved to Minden, Louisiana,
6 where he began his education as a first grader at Minden Grammar School, and subsequently
7 graduated from Minden High School; and
8 WHEREAS, in 1957, Mr. Madden enrolled in civil engineering at Louisiana Tech
9 University, but his time there was cut short due to family responsibilities; and
10 WHEREAS, he established a company that paved roads with asphalt and gravel and
11 later ventured into asphalt paving in North Louisiana; and
12 WHEREAS, Mr. Madden married Lyda Roberts, and sixty years later, they are
13 particularly proud of their children, S. Douglas Madden, David Scott Madden, and John A.
14 Madden, who run the flagship company, Madden Contracting Company, as well as satellite
15 entities under the company umbrella; and
16 WHEREAS, their daughter, Sarah Margaret Madden, lost her life in 2004, leaving
17 two granddaughters, Savannah and Catherine Willis; and
18 WHEREAS, in addition to Savannah and Catherine, the joys of James and Lyda's

1 golden years are eight additional grandchildren and eleven great-grandchildren; and
2 WHEREAS, the professional career of James Madden includes Madden Contracting
3 Company, Webster Bank and Trust, Minden Bank and Trust, and Minden Medical Center;
4 and
5 WHEREAS, in retirement, Mr. Madden is a benefactor and backer of education who
6 is dedicated to the wellbeing of Glenbrook School; and
7 WHEREAS, he serves on the board of the school, lends his talents and expertise to
8 fostering academic excellence, and is instrumental in making many physical improvements
9 to its campus; and
10 WHEREAS, with more than fifty years in the construction industry, Mr. Madden is
11 familiar with the need for a well-trained, educated, and experienced work force in welding
12 and truck driving, as well as a demand for mechanics with expertise in trucks and heavy
13 machinery; and
14 WHEREAS, several years ago, Mr. Madden, along with former state Senator Robert
15 Adley, began a push to upgrade the trade school in Minden, the result of which is the
16 Northwest Louisiana Technical College (NLTC); and
17 WHEREAS, their goal was to ensure NLTC's compatibility with the Louisiana
18 Community and Technical College System and provide a mechanism for graduates to earn
19 college credits recognized by other colleges and universities, and allow those individuals to
20 pursue careers and find lifelong employment in Louisiana; and
21 WHEREAS, the success of the state of Louisiana, the strength of our communities,
22 and the overall vitality of American society depends, in great measure, upon the dedication
23 of people like James D. Madden who use their considerable talents to promote education for
24 the betterment of future generations.
25 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
26 does hereby commend James D. Madden on his numerous contributions and
27 accomplishments and does hereby extend to him best wishes for continued success and
28 happiness in all of his future endeavors.
29 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
30 James D. Madden.
