SENATE RESOLUTION NO. 276

LAW ENFORCEMENT.  Requests the Department of Public Safety and Corrections to
conduct a study of whether retired peace officers, specifically those who have worked for
the office of juvenile justice, in good standing and in compliance with R.S. 40:2405, are
being properly issued a POST card.
1	A RESOLUTION
2 To urge and request the Department of Public Safety and Corrections to conduct a study and
3 issue a written report to the Senate Committee on Judiciary B, no later than March
4 1, 2020, regarding whether retired peace officers, specifically those who have
5 worked for the office of juvenile justice, in good standing and in compliance with
6 R.S. 40:2405, are being properly issued a Peace Officer Standards and Training card,
7 indicative of their ongoing training and entitlement to increased pay and retirement
8 benefits.
9 WHEREAS, the Peace Officer Standards and Training (POST) became a requirement
10 for most in 1986 and was established by the Louisiana Legislature in order to combine
11 improved and ongoing training with a raise in pay for peace officers employed in Louisiana;
12 and
13 WHEREAS, the financial enhancements from the POST certification were intended
14 to continue through a peace officer's retirement years; and
15 WHEREAS, generally, training is at the expense of the employing agency or political
16 subdivision; and
17 WHEREAS, the training was intended to provide a more professional group of peace
18 officers, but also to reward the additional training with additional financial benefits, paid

1 through retirement; and
2 WHEREAS, peace officers, including those who have served through the office of
3 juvenile justice, are entitled to the enhanced pay because of their training, and it is important
4 for the people of Louisiana to keep their promises to these servants of the public and keepers
5 of the peace.
6 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
7 does hereby urge and request the Department of Public Safety and Corrections to conduct
8 a study and issue a written report to the Senate Committee on Judiciary B, no later than
9 March 1, 2020, regarding whether retired peace officers, specifically those who have worked
10 for the office of juvenile justice, in good standing and in compliance with R.S. 40:2405, are
11 being properly issued a POST card, indicative of their ongoing training and entitlement to
12 increased pay and retirement benefits.
13 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
14 secretary of the Department of Public Safety and Corrections.
