SENATE RESOLUTION NO. 47
BY SENATOR MILLS 
SPECIAL DAY/WEEK/MONTH.  Designates April 17, 2019, as Louisiana Primary Care
Association Day at the Louisiana State Capitol.
1	A RESOLUTION
2 To designate April 17, 2019, as "Louisiana Primary Care Day" at the Louisiana State
3 Capitol.
4 WHEREAS, established in 1982, the Louisiana Primary Care Association (LPCA)
5 promotes accessible and affordable quality healthcare services for the uninsured and
6 medically underserved populations in Louisiana; and
7 WHEREAS, the LPCA is a member organization of Louisiana's Federally Qualified
8 Health Centers (FQHC), more commonly referred to as "community health centers", that
9 supports these healthcare providers and is committed to the goal of achieving healthcare
10 access for all; and
11 WHEREAS, LPCA represents thirty-six federally funded community healthcare
12 organizations, across the state; and
13 WHEREAS, LPCA organizations operate over two hundred and sixty individual sites
14 and serve over four hundred and sixty thousand patients annually; and
15 WHEREAS, LPCA is the leading statewide advocacy group that represents the
16 interests of these healthcare sites; and
17 WHEREAS, headquartered in Baton Rouge, Louisiana, LPCA supports Louisiana's
18 network of community health centers and, on their behalf, seeks to influence state healthcare

1 policy to ensure the viability of these centers that serve as a safety net for Louisiana's
2 healthcare system; and
3 WHEREAS, the Louisiana Primary Care Association promotes community-based
4 healthcare through advocacy, education, and collaboration to ensure access for all to quality
5 healthcare throughout the state; and
6 WHEREAS, the LPCA provides a wide range of support services to the FQHCs it
7 supports in the following categories: community development, data analysis, technical
8 assistance and training, workforce development, practice management, board governance
9 training, marketing and community outreach, governmental relations, health information
10 management, clinical quality and performance improvement, and emergency preparedness
11 assistance, all vital supports for member centers; and
12 WHEREAS, LPCA's efforts are aimed at ensuring that community health centers
13 remain viable as an important part of healthcare delivery in Louisiana; and
14 WHEREAS, throughout the country, FQHCs have been providing primary care,
15 dental, and mental health services to the nation's most underserved communities and with
16 the support in Louisiana of LPCA have remained a vital provider of these services; and
17 WHEREAS, the Louisiana Primary Care Association is the leading statewide
18 advocacy organization in support of community health centers and works tirelessly to stress
19 the importance of healthcare access as the foundation to building healthier communities.
20 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
21 does hereby recognize April 17, 2019, as "Louisiana Primary Care Association Day" at the
22 Louisiana State Capitol.
23 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
24 Louisiana Primary Care Association.
