SENATE RESOLUTION NO. 63
BY SENATOR CARTER 
SPECIAL DAY/WEEK/MONTH.  Designates May 9, 2019, as Louisiana Counseling
Association Day at the capitol.
1	A RESOLUTION
2 To designate May 9, 2019, as "Louisiana Counseling Association Day" at the Louisiana
3 State Capitol.
4 WHEREAS, the Louisiana Counseling Association (LCA) was chartered in 1968 as
5 a branch of the American Counseling Association and encompasses a broad spectrum of
6 groups, delineated by the area of speciality each practitioner pursues and the association
7 provides opportunities for sharing of ideas and knowledge and for professional growth; and
8 WHEREAS, the LCA is a professional association representing the more than
9 twenty-two hundred professional counselors in various work settings, including licensed
10 professional counselors, licensed marriage and family therapists, school counselors, college
11 counselors, college educators involved in training counselors, substance abuse counselors,
12 career counselors, multi-cultural counselors, and religious counselors; and
13 WHEREAS, the mission of the LCA is to enrich the life processes and to advance
14 the profession of counseling; and
15 WHEREAS, the purposes of the LCA are to organize, administer, and manage the
16 LCA in such a manner that member groups fulfill the mission of each group and encourage
17 personal and professional development of the practitioners affiliated with each of these
18 member groups and to advocate for the profession as a whole; and

1 WHEREAS, the LCA promotes, supports, and advocates for public policy and
2 legislation which enhances the counseling profession and supports research and knowledge
3 that will promote the advancement and dissemination of the positive effects of counseling
4 by a professional; and
5 WHEREAS, approximately one in five adults in the United States experience a
6 diagnosable mental disorder in a given year; and
7 WHEREAS, for almost ten million people, the condition is serious enough to affect
8 their ability to function day-to-day, yet only forty-four percent of adults and twenty percent
9 of children with diagnosable mental health problems receive the needed treatment; and
10 WHEREAS, the LCA promotes the profession of mental health counselors
11 throughout the state of Louisiana and provides a number of services to its members who total
12 more that twenty-two hundred individual practitioners; and
13 WHEREAS, the dedication of the women and men of the Louisiana Counseling
14 Association have made a significant and positive impact in communities throughout the state
15 and the members of this profession are deserving of recognition and the respect of the
16 citizens of the state of Louisiana.
17 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
18 does hereby designate May 9, 2019, as "Louisiana Counseling Association Day" at the
19 Louisiana State Capitol, in recognition of the immeasurable and positive impact that the
20 members of the profession of counseling have had on the state of Louisiana.
21 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
22 Louisiana Counseling Association in Baton Rouge, Louisiana.
