2019 Regular Session ENROLLED SENATE RESOLUTION NO. 63 BY SENATOR CARTER A RESOLUTION To designate May 9, 2019, as "Louisiana Counseling Association Day" at the Louisiana State Capitol. WHEREAS, the Louisiana Counseling Association (LCA) was chartered in 1968 as a branch of the American Counseling Association and encompasses a broad spectrum of groups, delineated by the area of speciality each practitioner pursues and the association provides opportunities for sharing of ideas and knowledge and for professional growth; and WHEREAS, the LCA is a professional association representing the more than twenty-two hundred professional counselors in various work settings, including licensed professional counselors, licensed marriage and family therapists, school counselors, college counselors, college educators involved in training counselors, substance abuse counselors, career counselors, multi-cultural counselors, and religious counselors; and WHEREAS, the mission of the LCA is to enrich the life processes and to advance the profession of counseling; and WHEREAS, the purposes of the LCA are to organize, administer, and manage the LCA in such a manner that member groups fulfill the mission of each group and encourage personal and professional development of the practitioners affiliated with each of these member groups and to advocate for the profession as a whole; and WHEREAS, the LCA promotes, supports, and advocates for public policy and legislation which enhances the counseling profession and supports research and knowledge that will promote the advancement and dissemination of the positive effects of counseling by a professional; and WHEREAS, approximately one in five adults in the United States experience a diagnosable mental disorder in a given year; and Page 1 of 2 SR NO. 63 ENROLLED WHEREAS, for almost ten million people, the condition is serious enough to affect their ability to function day-to-day, yet only forty-four percent of adults and twenty percent of children with diagnosable mental health problems receive the needed treatment; and WHEREAS, the LCA promotes the profession of mental health counselors throughout the state of Louisiana and provides a number of services to its members who total more that twenty-two hundred individual practitioners; and WHEREAS, the dedication of the women and men of the Louisiana Counseling Association have made a significant and positive impact in communities throughout the state and the members of this profession are deserving of recognition and the respect of the citizens of the state of Louisiana. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby designate May 9, 2019, as "Louisiana Counseling Association Day" at the Louisiana State Capitol, in recognition of the immeasurable and positive impact that the members of the profession of counseling have had on the state of Louisiana. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the Louisiana Counseling Association in Baton Rouge, Louisiana. PRESIDENT OF THE SENATE Page 2 of 2
