2019 Regular Session ENROLLED SENATE RESOLUTION NO. 80 BY SENATOR CLAITOR A RESOLUTION To recognize May 1, 2019, as Law Day in Louisiana. WHEREAS, Law Day is an occasion of public acknowledgment of our nation's and state's heritage of justice, liberty, and equality under the law and a national day set aside to celebrate the rule of law; and WHEREAS, Law Day provides an opportunity to understand how law and the legal process protect our liberty, strive to achieve justice, and contribute to the freedoms that all Americans share; and WHEREAS, Law Day has been annually proclaimed by the President of the United States since Dwight D. Eisenhower proclaimed the first Law Day on May 1, 1958; and WHEREAS, the United States Congress in 1961 encoded the presidential practice into law, statutorily designating May first as Law Day; and WHEREAS, the American Bar Association has identified the 2019 Law Day theme as "Free Speech, Free Press, Free Society", focusing on these cornerstones of representative government and calls on all citizens to understand and protect these rights to ensure, as the United States Constitution proposes, "the blessings of liberty for ourselves and our posterity"; and WHEREAS, in the United States and around the world, freedom of speech and the press are among the most important foundations for a free society and are prominent topics in public discourse and litigation; and WHEREAS, it is impossible to imagine a free society without these individual liberties, yet historical and current debates surrounding them continually challenge us to consider their boundaries and resilience as changes in technology have reshaped how free speech and free press work in the everyday world; and Page 1 of 2 SR NO. 80 ENROLLED WHEREAS, promoting public understanding of the roots of our freedom is an important component in the civic education of the citizens of the United States and of the state of Louisiana; and WHEREAS, in recognition of Law Day, the Baton Rouge Bar Association is sponsoring activities such as the formal opening of court for the naturalization of new United States citizens, Law Day ceremonies, and having more than seven hundred students take part in courtroom sessions using a mini mock trial format at the 19th Judicial District Court, The Family Court, and Baton Rouge City Court. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby recognize May 1, 2019, as Law Day in Louisiana. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the Baton Rouge Bar Association. PRESIDENT OF THE SENATE Page 2 of 2
