HLS 201ES-85 ORIGINAL 2020 First Extraordinary Session HOUSE BILL NO. 65 BY REPRESENTATIVE WRIGHT EMPLOYMENT: Requires short-term COVID-19 occupational forecasts (Item #15) 1 AN ACT 2To enact R.S. 23:76(C)(14), relative to workforce development; to provide for occupational 3 forecasting; to require short-term COVID-19-related occupational projections; and 4 to provide for related matters. 5Be it enacted by the Legislature of Louisiana: 6 Section 1. R.S. 23:76(C)(14) is hereby enacted to read as follows: 7 ยง76. Forecasting 8 * * * 9 C. 10 * * * 11 (14)(a) Notwithstanding any other provision of this Section, a short-term 12 forecast to account for the economic shifts resulting from the global COVID-19 13 pandemic shall be derived and approved by the conference. The short-term COVID- 14 19-affected forecast shall require quantitative data from various sources, surveys, 15 and information from the Louisiana Workforce Commission and Louisiana 16 Economic Development, and the input of regional economic development 17 organizations. 18 (b) The conference shall derive and approve a second and third short-term 19 COVID-19-affected forecast. HLS 201ES-85 ORIGINAL HB NO. 65 1 (c) Each short-term COVID-19-affected forecast approved by the conference 2 shall be made available for access on the internet and delivered to the legislative 3 committees on labor and industrial relations and the legislative committees on 4 education. 5 Section 2. (A) The first short-term COVID-19-affected forecast required by R.S. 623:76(C)(14) as enacted by Section 1 of this Act shall be produced and released publicly by 7September 30, 2020. 8 (B) The second short-term COVID-19-affected forecast required by R.S. 923:76(C)(14) as enacted by Section 1 of this Act shall be produced and released publicly by 10March 31, 2021. 11 (C) The third short-term COVID-19-affected forecast required by R.S. 23:76(C)(14) 12as enacted by Section 1 of this Act shall be produced and released publicly by September 30, 132021. 14 Section 3. This Act shall become effective upon signature by the governor or, if not 15signed by the governor, upon expiration of the time for bills to become law without signature 16by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 17vetoed by the governor and subsequently approved by the legislature, this Act shall become 18effective on the day following such approval.
