HB 65 Engrossed 2020 First Extraordinary Session	Wright
Abstract:  Requires the Occupational Forecasting Conference to develop and produce a short-term
occupational forecast report that solely focuses on the impact of  COVID-19.
Proposed law provides that notwithstanding any other provisions of proposed law, a short-term
forecast to account for the economic shifts resulting from the global COVID-19 pandemic shall be
derived and approved by the Occupational Forecasting Conference.
Proposed law provides that the short-term COVID-19-affected forecast shall require quantitative data
from various sources, surveys, and information from the Louisiana Workforce Commission and
Louisiana Economic Development, and the input of regional economic development organizations.
Proposed law provides that the conference and council shall derive and approve of a second and third
short-term COVID-19-affected forecast.
Proposed law provides that each short-term COVID-19 affected forecast approved by the conference
and council shall be made available on the internet and delivered to the legislative committees on
labor and industrial relations and the legislative committees on education.
Proposed law provides that the council may modify conference reports if it enunciates a reasonable
basis for such modifications. Proposed law further provides that any reports not approved by the
council shall not be final for the purposes of proposed law. 
Proposed law provides that the first short-term COVID-19-affected forecast required by proposed
law shall be produced and released publicly by September 30, 2020.
Proposed law provides that the second short-term COVID-19-affected forecast required by proposed
law  shall be produced and released publicly by March 31, 2021.
Proposed law provides that the third short-term COVID-19-affected forecast required by proposed
law shall be produced and released publicly by September 30, 2021.
Effective upon signature of the governor or lapse of time for gubernatorial action.

Summary of Amendments Adopted by House The Committee Amendments Proposed by House Committee on Labor and Industrial Relations
to the original bill:
1. Add that the Workforce Investment Council shall work with the Occupational
Forecasting Conference.
2. Add that the council may make modifications to the conference reports if it has a
reasonable basis and any reports not approved by the council shall not be final.
