HLS 201ES-434 ORIGINAL 2020 First Extraordinary Session HOUSE RESOLUTION NO. 48 BY REPRESENTATIVE JAMES UNEMPLOYMENT COMP: Memorializes the United States Congress to extend the Federal Pandemic Unemployment Compensation program to help the state of Louisiana continue its economic recovery and to provide support to the administration of the Louisiana Workforce Commission 1 A RESOLUTION 2To memorialize the United States Congress to extend the Federal Pandemic Unemployment 3 Compensation program to help the state of Louisiana continue its economic recovery 4 and provide support to the administration of the Louisiana Workforce Commission. 5 WHEREAS, the Coronavirus Aid, Relief, and Economic Security (CARES) Act, 6Public Law 116-136, was passed by Congress with overwhelming, bipartisan support and 7signed into law on March 27, 2020; and 8 WHEREAS, the purpose of the CARES Act is to protect the American people from 9the public health and economic impacts of COVID-19; and 10 WHEREAS, the CARES Act provided swift and direct economic assistance for 11American workers, families, and small businesses; and 12 WHEREAS, the CARES Act also provided for a temporary emergency increase in 13unemployment compensation benefits which is commonly known as the Federal Pandemic 14Unemployment Compensation (FPUC) program; and 15 WHEREAS, the FPUC program allows an eligible individual to collect six hundred 16dollars per week in addition to the weekly benefit amount he may receive from his state's 17own unemployment compensation program; and 18 WHEREAS, Louisiana unemployed workers have received more than two billion 19five hundred million dollars in CARES Act-funded federal assistance and the assistance has 20helped more than five hundred thousand people keep food on the table, which has provided Page 1 of 2 HLS 201ES-434 ORIGINAL HR NO. 48 1them with some relief from the financial burdens and obstacles they have and are 2continuously suffering from caused by the COVID-19 pandemic; and 3 WHEREAS, the Louisiana Workforce Commission is responsible for the processing 4of hundreds of thousands of continued claims for unemployment compensation on a weekly 5basis and its administration has worked tirelessly to ensure that Louisiana residents receive 6their unemployment compensation benefits; and 7 WHEREAS, when the FPUC program terminates, unemployed workers will be solely 8relying on a maximum weekly benefit amount of two hundred forty-seven dollars per week; 9and 10 WHEREAS, the public health and economic impact concerns caused by the COVID- 1119 pandemic, which prompted the need for the CARES Act and FPUC, are still ongoing; and 12 WHEREAS, the state of Louisiana has taken some strides to restart its economy so 13workers can return to earning a living; however, the state still needs federal support to better 14assist Louisiana residents with recovering from the challenges presented by this 15unprecedented health and economic crisis. 16 THEREFORE, BE IT RESOLVED that the House of Representatives of the 17Legislature of Louisiana does hereby memorialize the United States Congress to take such 18actions as are necessary to extend the Federal Pandemic Unemployment Compensation 19program to help the state of Louisiana continue its economic recovery and to provide support 20to the administration of the Louisiana Workforce Commission. 21 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 22presiding officers of the Senate and the House of Representatives of the Congress of the 23United States of America and to each member of the Louisiana congressional delegation.
