SENATE CONCURRENT RESOL UTION NO. 17

JOINT RULES.  Provides for establishment of a public internet site related to redistricting
activities of the legislature.
1	A CONCURRENT RESOL UTION
2 To adopt Joint Rule No. 21 of the Joint Rules of Order of the Senate and House of
3 Representatives, relative to the development and maintenance of an internet site to
4 provide information regarding the redistricting activities of the legislature; to provide
5 for minimum content for the site; to provide relative to certain capabilities of the site;
6 and to provide for the duties of the presiding officers of the legislature relative
7 thereto.
8 BE IT RESOLVED that the Legislature of Louisiana adopts Joint Rule No. 21 of the
9 Joint Rules of Order of the Senate and House of Representatives to read as follows:

11	A. The president of the Senate and the speaker of the House of
12 Representatives, acting jointly, shall provide for and maintain a public internet
13 site to enable the public to obtain information regarding the redistricting
14 activities of the Senate, the House of Representatives, and the legislature. The
15 president of the Senate and the speaker of the House of Representatives shall
16 make every effort to ensure that the site has an easily memorable domain name
17 and that the functionality of the site is as intuitive as possible.

1	B. The legislative redistricting site required by Subsection A of this Rule
2 shall at a minimum:
3	(1) Provide advance and timely information regarding legislative
4 redistricting meetings and activities, including a timeline for the redistricting
5 process.
6	(2) Provide links to the most recent population data from the United
7 States Census Bureau.
8	(3) Provide links to the most recent voter registration and election
9 statistics from the Department of State.
10	(4) Permit any person to download the precinct shapefiles that will be
11 used by the legislature to accomplish its redistricting tasks.
12	(5) Permit any person to submit comments and questions regarding any
13 proposed redistricting plan to be acted upon by the legislature.
14	(6) Provide access to proposed redistricting bills as well as any
15 accompanying maps or statistics.
16	(7) Provide information regarding the laws impacting the redistricting
17 process.
18	(8) Provide concise, easily understood answers to common questions
19 regarding redistricting and the process in Louisiana.
20	(9) Provide a mechanism for a person to register to receive notifications
21 regarding redistricting meetings and legislation.
22	C. If the legislative redistricting site is temporarily inaccessible due to a
23 technical problem or difficulty beyond the control of the presiding officers of
24 the legislature, the temporary inaccessibility of information on the legislative
25 redistricting site shall not be construed in any manner to be a violation of the
26 provisions of Subsections A or B of this Rule.
