Proposed joint rule creates a special advisory committee to study and make recommendations to the
legislature and the public regarding reapportionment. Requires its organizational meeting be held
no later than August 15th of each year ending in zero and to report its findings and recommendations
to the legislature no later than March 1st of each year ending in one. Dissolves no later than
December 31st of each year ending in one.
