BY SENATORS FIELDS, ABRAHAM, ALLAIN, BARROW, BERNARD, BOUIE,
CARTER, CATHEY, CONNICK, CORTEZ, FOIL, HARRIS, HENRY,
HENSGENS, JACKSON, JOHNS, LAMBERT, LUNEAU, MILLIGAN,

LEGIS POWERS/FUNCTIONS.  Establishes the Police Training, Screening, and
De-esclation Task Force to study and make recommendations to the legislature.
1	A CONCURRENT RESOL UTION
2 To establish the Police Training, Screening, and De-escalation Task Force to study and
3 make recommendations to the legislature.
4 WHEREAS, the recent killing of George Floyd in Minnesota, and a series of other
5 similar acts, has focused public discourse on the causes of police brutality and the use of
6 excessive force, especially when used against people of color; and 
7 WHEREAS, according to a study published by the American Journal of Public
8 Health in 2018, black men are three times more likely than white men to be killed by police
9 intervention; and
10 WHEREAS, in order to propose legislation to address the disparate treatment of
11 people of color by law enforcement agencies, a task force composed of legislative,
12 administrative, law enforcement, academic, and racial justice leaders must be created.
13 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
14 create a Police Training, Screening, and De-escalation Task Force to study and make
15 recommendations to the legislature on the topics, among others, of training, screening,
16 de-escalation, racial bias recognition, misconduct, duty to report misconduct, penalties, use
17 of force, identifying and eliminating bad actors, and any other recommendations the task
18 force deems necessary to restore the public's trust that the law enforcement community is

1 serving and protecting all the citizens of Louisiana in a fair and unbiased manner.
2 BE IT FURTHER RESOLVED that the task force shall be comprised of the
3 following members:
4 (1) The president of the Louisiana Senate, or his designee who shall be a member of
5 the Louisiana Senate.
6 (2) The speaker of the Louisiana House of Representatives, or his designee who shall
7 be a member of the Louisiana House of Representatives.
8 (3) The chairman of the Senate Committee on Judiciary B, or his designee who shall
9 be a member of the committee.
10 (4) The chairman of the Senate Committee on Judiciary C, or his designee who shall
11 be a member of the committee.
12 (5) The chairman of the House Committee on Administration of Criminal Justice, or
13 his designee who shall be a member of the committee.
14 (6) The chairman of the House Committee on Judiciary, or his designee who shall
15 be a member of the committee.
16 (7) The attorney general, or his designee who shall be an employee of the
17 Department of Justice.
18 (8) The executive director of the Louisiana Commission on Law Enforcement, or his
19 designee.
20 (9) One peace officer appointed by the governor from a list of four names jointly
21 submitted by the presidents of the Louisiana Fraternal Order of Police and the Louisiana
22 Union of Police Association.
23 (10) One member of the National Association for the Advancement of Colored
24 People Louisiana State Conference appointed by its president.
25 (11) One member of the Urban League of Louisiana appointed by its president.
26 (12) One member of the Louisiana Association of Criminal Defense Attorneys
27 appointed by its president.
28 (13) One law school professor appointed by the governor from a list of four names
29 jointly submitted by the dean of the LSU Paul M. Hebert Law Center, the chancellor of the
30 Southern University Law Center, the dean of the Tulane University Law School, and the

1 dean of the Loyola University New Orleans College of Law.
2 (14) One professor of criminal justice selected by the president of the Southern
3 University system.
4 (15) One professor of social work selected by the president of the Louisiana State
5 University system.
6 (16) One member of the Louisiana Senate appointed by the president of the Senate.
7 (17) One member of the Louisiana House of Representatives appointed by the
8 speaker of the House of Representatives.
9 (18) The president of the Louisiana Sheriffs Association, or his designee who shall
10 be a member of the association.
11 (19) The president of the Louisiana Council of Student Body Presidents, or his
12 designee who is a member of the council.
13 (20) The president of the Louisiana Association of Chiefs of Police, or his designee
14 who is a member of the association.
15 (21) The organizer of Together Louisiana, or his designee.
16 (22) The superintendent of the office of state police, or his designee.
17 (23) The chair of the Legislative Youth Advisory Council, or his designee who is a
18 member of the council.
19 BE IT FURTHER RESOLVED that a majority of the total membership shall
20 constitute a quorum of the task force and that any official action by the task force shall
21 require an affirmative vote of a majority of the quorum present and voting.
22 BE IT FURTHER RESOLVED that the initial meeting of the task force shall be
23 called by the president of the Louisiana Senate. At the first meeting, the task force shall elect
24 a chair. The first meeting shall take place no later than August 15, 2020. The Louisiana
25 Senate shall provide staff support.
26 BE IT FURTHER RESOLVED that members of this task force shall serve without
27 compensation, except per diem or expense reimbursement to which they may be individually
28 entitled as members of the constituent organizations.
29 BE IT FURTHER RESOLVED that the meetings of the task force shall take place
30 at the Louisiana State Capitol, or upon a majority vote of the members such meetings may

1 be conducted by video conference where circumstances necessitate meeting in that manner.
2 BE IT FURTHER RESOLVED that the task force shall meet as necessary and shall
3 report its findings to the legislature not later than February 1, 2021, and shall terminate upon
4 the date of such report or February 1, 2021, whichever occurs first.
5 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
6 governor, the attorney general, the executive director of the Louisiana Commission on Law
7 Enforcement, the president of the Louisiana Fraternal Order of Police, the president of the
8 Louisiana Union of Police Association, the president of the National Association for the
9 Advancement of Colored People Louisiana State Conference, the president of the Urban
10 League of Louisiana, the president of the Louisiana Association of Criminal Defense
11 Attorneys, the dean of the LSU Paul M. Hebert Law Center, the chancellor of the Southern
12 University Law Center, the dean of the Tulane University Law School, the dean of the
13 Loyola University New Orleans College of Law, the president of the Southern University
14 system, the president of the Louisiana State University system, the president of the Louisiana
15 Sheriffs Association, the president of the Louisiana Association of Chiefs of Police, the
16 organizer of Together Louisiana, the superintendent of the office of state police, and the
17 chair of the Legislative Youth Advisory Council.
