HOUSE BILL NO. 48

HIGHER EDUCATION:  Requires that student identification cards issued by certain
postsecondary education institutions meet certain requirements (Item #42)
1	AN ACT
2To amend and reenact R.S. 17:3351(J), relative to identification cards issued by
3 postsecondary education institutions; to require certain postsecondary education
4 governing authorities to ensure that student identification cards issued by institutions
5 under their jurisdiction contain elements required for voter identification; and to
6 provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 17:3351(J) is hereby amended and reenacted to read as follows:
9 ยง3351.  General powers, duties, and functions of postsecondary education
10	management boards

12	J.  Each public postsecondary education management board except for the
13 Board of Supervisors of Community and Technical Colleges and the governing
14 authority of each institution that is a member of the Louisiana Association of
15 Independent Colleges and Universities shall ensure that a student identification card
16 issued by a public postsecondary education institution under its jurisdiction contains
17 each required element for a generally recognized picture identification card specified
18 in R.S. 18:562(A)(2) and an expiration date.  The expiration date shall be four years
19 subsequent to the date of issuance of the student identification card or the anticipated
20 graduation date of the student 18:562(A)(2)(a)(i).  Such an identification card shall

1 expire on the anticipated date of the student's graduation or program completion or
2 on the date four years subsequent to the date the card is issued, whichever date
3 occurs first.

5 Section 2.  The provisions of this Act shall be implemented in the issuance of new
6cards after the effective date of this Act; no institution shall be required to reissue otherwise
7valid identification cards solely for the purposes of compliance with this Act.
8 Section 3.  The provisions of this Act shall become effective on January 1, 2023.

Abstract:  Requires that a student ID card issued at a public two-year postsecondary
institution or nonpublic postsecondary institution contain elements required for voter
identification.
Present law requires individuals to identify themselves as a prerequisite to voting and
provides that acceptable means of identification are a La. driver's license, La. special
identification card, or other generally recognized picture identification card that contains the
person's name and signature.
Present law requires that a student identification card from a four-year public postsecondary
institution contain the elements of a generally recognized picture identification card.  Further
requires that the validity of such cards expires within four years of issuance or upon the
student's anticipated graduation date, whichever occurs first.
Proposed law requires each member institution of the La. Assoc. of Independent Colleges
and Universities and the La. Community and Technical College System to ensure that
student identification cards contain the elements required for voting purposes.
Effective Jan. 1, 2023.
