HB 48 Engrossed 2020 Second Extraordinary Session	Duplessis
Abstract:  Requires that a student ID card issued at a public two-year postsecondary institution or
nonpublic postsecondary institution contain elements required for voter identification.
Present law requires individuals to identify themselves as a prerequisite to voting and provides that
acceptable means of identification are a La. driver's license, La. special identification card, or other
generally recognized picture identification card that contains the person's name and signature.
Present law requires that a student identification card from a four-year public postsecondary
institution contain the elements of a generally recognized picture identification card.  Further
requires that the validity of such cards expires within six years of issuance or upon the student's
anticipated graduation date, whichever occurs first.
Proposed law requires each member institution of the La. Assoc. of Independent Colleges and
Universities and the La. Community and Technical College System to ensure that student
identification cards contain the elements required for voting purposes.
Effective Jan. 1, 2023.
