HOUSE CONCURRENT RESOL UTION NO. 26
BY REPRESENTATIVE FREIBERG
SCHOOLS:  Requests that the Bd. of Elementary and Secondary Education, in collaboration
with the Dept. of Education, issue guidance and policies relative to micro schools
1	A CONCURRENT RESOL UTION
2To urge and request the State Board of Elementary and Secondary Education to issue
3 guidance and policies relative to the creation and operation of micro schools, by
4 public schools or public school governing authorities approved for such purpose, to
5 help ensure that Louisiana students continue to have high quality and safe learning
6 experiences amidst the ongoing COVID-19 public health emergency.
7 WHEREAS, due to the global pandemic, there have been unprecedented closures of
8elementary and secondary schools and interruptions to students' education; and
9 WHEREAS, parents, educators, and administrators are continuing to search for safer
10alternatives to large congregate settings for education delivery; it is critical that students
11receive high quality instruction that best fits their needs while maintaining proper social
12distancing measures and complying with other guidance from public health officials; and
13 WHEREAS, a micro school is a neighborhood school generally enrolling fewer than
14fifteen students; and
15 WHEREAS, micro schools could provide valuable in-person instructional
16opportunities while maintaining small class sizes and space for social distancing.
17 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
18urge and request the State Board of Elementary and Secondary Education to issue guidance
19and policies relative to the creation and operation of micro schools, by approved public
20schools and public school governing authorities, to help ensure that Louisiana students

1continue to have high quality and safe learning experiences amidst the ongoing COVID-19
2public health emergency. 
3 BE IT FURTHER RESOLVED that in developing such guidance and policies board
4members shall consult with the state superintendent of education and any appropriate staff
5from the state Department of Education.
6 BE IT FURTHER RESOLVED that the state Board of Elementary and Secondary
7Education shall issue such guidance and policies no later than January 1, 2021.
8 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
9president of the State Board of Elementary and Secondary Education and the state
10superintendent of education.
