HLS 202ES-635 ORIGINAL 2020 Second Extraordinary Session HOUSE RESOLUTION NO. 44 BY REPRESENTATIVES GARY CARTER, BUTLER, DAVIS, DESHOTEL, DUPLESSIS, KERNER, AND WILLARD SMALL BUSINESS: Urges and requests the secretary of state to work with the Department of Revenue, the Department of Economic Development, and the office of state procurement to create a central electronic repository of information, resources, training, and opportunities that small, rural, minority, female, and veteran entrepreneurs can access when registering their businesses with the state 1 A RESOLUTION 2To urge and request the secretary of state to work with the Department of Revenue, the 3 Department of Economic Development, and the office of state procurement to create 4 a central electronic repository of information, resources, training, and opportunities 5 that small, rural, minority, female, and veteran entrepreneurs can access when 6 registering their businesses with the state. 7 WHEREAS, the path to starting a business of any size involves extensive planning, 8studying and selecting financial options, and completing certain legal requirements; and 9 WHEREAS, for individuals starting with significant resources, this is an easy path; 10however, for the majority of Americans of modest means, starting and growing a business 11can be an intimidating, overwhelming, and confusing process; and 12 WHEREAS, while the secretary of state does an excellent job of giving new business 13registrants critical website addresses and contact information for finalizing their business 14establishments, more information in an easily accessible format could be made available to 15unite resources from across state and local government; and 16 WHEREAS, state departments and offices have a plethora of information that can 17help the average small business owner, but it is incumbent on the business owner to know 18how to access the resources, information, and opportunities offered by each state entity; and Page 1 of 2 HLS 202ES-635 ORIGINAL HR NO. 44 1 WHEREAS, having a centralized portal or electronic repository tying together 2resources, information, training, and opportunities from across state and local government 3that small, rural, minority, women, and veteran entrepreneurs can access when they establish 4their businesses with the secretary of state will help improve business outcomes. 5 THEREFORE, BE IT RESOLVED that the House of Representatives of the 6Legislature of Louisiana does hereby urge and request the secretary of state to work with the 7Department of Revenue, the Department of Economic Development, and the office of state 8procurement to create a central electronic repository of information, resources, training, and 9opportunities that small, rural, minority, female, and veteran entrepreneurs can access when 10registering their businesses with the state.
