Establishes a task force to study crime and crime prevention in Ouachita Parish and requires the task force to make recommendations. 1 A RESOLUTION 2 To establish a task force to study crime and crime prevention in Ouachita Parish and require 3 the task force to make recommendations. 4 WHEREAS, while Ouachita Parish has been recognized nationally as a great place 5 to live because of its affordability, low traffic, and mild winters, its increasing crime rate 6 detracts from its desirability; and 7 WHEREAS, a strategic approach to address crime and crime prevention in Ouachita 8 Parish is essential to reducing the crime rate and enhancing quality of life for residents of 9 the parish. 10 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 11 does hereby establish the Ouachita Parish Crime and Crime Prevention Task Force to study 12 crime and crime prevention in Ouachita Parish and requires the task force to make 13 recommendations. 14 BE IT FURTHER RESOLVED that the Ouachita Parish Crime and Crime Prevention 15 Task Force shall be chaired by the author of this Resolution and shall be comprised as 16 follows: 17 (1) Each member of the Louisiana Senate whose district includes a portion of 18 Ouachita Parish, or their designee. Page 1 of 3 SR NO. 44 SLS 202ES-778 ORIGINAL 1 (2) The chief law enforcement officer of each municipality located in Ouachita 2 Parish, or his designee. 3 (3) The sheriff of Ouachita Parish, or his designee. 4 (4) The city marshals of the cities of Monroe and West Monroe, or their designees. 5 (5) The district attorney for Ouachita Parish, or his designee. 6 (6) The district public defender for the Fourth Judicial District, or his designee. 7 (7) The chairmen of the Monroe and West Monroe-West Ouachita chambers of 8 commerce, or their designees. 9 (8) The president of the Monroe/Ouachita Parish branch of the National Association 10 for the Advancement of Colored People (NAACP), or his designee. 11 (9) A constituent appointment by each member of the Louisiana Senate and 12 Louisiana House of Representatives whose district includes any portion of Ouachita Parish. 13 BE IT FURTHER RESOLVED that the task force shall meet at such times and 14 places as determined by its chair and it may elect a vice chair and other officers as 15 determined necessary. 16 BE IT FURTHER RESOLVED that the members of the task force shall serve 17 without compensation, except per diem or expenses reimbursement to which they may be 18 individually entitled to as members of their constituent organization. 19 BE IT FURTHER RESOLVED that the task force shall receive staff support from 20 the district office of the senator representing Senate District No. 34. 21 BE IT FURTHER RESOLVED that a majority of the total membership shall 22 constitute a quorum of the task force and any official action by the task force shall require 23 an affirmative vote of a majority of the quorum present and voting. 24 BE IT FURTHER RESOLVED that the task force shall receive public testimony and 25 comment and shall report its findings and recommendations to the president of the Louisiana 26 Senate on or before April 1, 2021. 27 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 28 chief law enforcement officer in each municipality in Ouachita Parish, the sheriff of 29 Ouachita Parish, the city marshals of Monroe and West Monroe, the district attorney for 30 Ouachita Parish, the district public defender for the Fourth Judicial District, the Monroe and Page 2 of 3 SR NO. 44 SLS 202ES-778 ORIGINAL 1 the West Monroe-West Ouachita chambers of commerce, and the Monroe/Ouachita Parish 2 branch of the NAACP.
