ELECTIONS:  Provides relative to parish boards of election supervisors
1	AN ACT
2To amend and reenact R.S. 18:423(C)(1) and to enact R.S. 18:423(C)(3), relative to the
3 composition of parish boards of election supervisors; to provide relative to persons
4 who may serve as designees or appointees on such boards; and to provide for related
5 matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 18:423(C)(1) is hereby amended and reenacted and R.S.
818:423(C)(3) is hereby enacted to read as follows:
9 ยง423.  Parish boards of election supervisors

11	C.  Composition.  (1)  In each parish, the board of election supervisors shall
12 be composed of the registrar of voters, the clerk of court, the chairman of the parish
13 executive committee of each recognized political party or his designee who shall be
14 a member of the parish executive committee of the same recognized political party,
15 and one member appointed by the governor from a list of five nominees submitted
16 by the secretary of state.

18	(3)  None of the following members of the parish board of election
19 supervisors shall be an employee of the clerk of court or the registrar of voters in the

1 parish or an immediate family member of the clerk of court or his designee or the
2 registrar of voters or his designee:
3	(a)  The designee of the chairman of a parish executive committee.
4	(b)  The appointee of the chairman of a state central committee.
5	(c)  The appointee of the governor.

Abstract:  Prohibits certain persons from serving as designees or appointees on a parish
board of election supervisors.
Present law creates a board of election supervisors in each parish to supervise preparation
for and the conduct of elections.
Present law provides that a parish board of election supervisors is composed of the registrar
of voters, the clerk of court, the chairman of the parish executive committee of each
recognized political party or his designee, and one member appointed by the governor.  If
the parish does not have an executive committee of a recognized political party or there is
a vacancy in the executive committee's office of chairman, the chairman of the state central
committee of that political party may appoint a person to serve on the board.
Proposed law requires the governor's appointee to be chosen from a list of five nominees
submitted by the secretary of state.  Proposed law provides that a designee or appointee shall
not be an employee or an immediate family member of the clerk of court or registrar of
voters in the parish.
