1	AN ACT
2 To amend and reenact R.S. 40:1379.3(N)(5) and 1796(A), relative to the regulation of
3 firearms; to provide relative to the authority of political subdivisions to regulate the
4 sale, purchase, possession, ownership, transfer, transportation, license, or registration
5 of firearms;  to provide relative to the concealed carry of handguns and the regulation
6 of firearms by political subdivisions in certain locations; and to provide for related
7 matters.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1.  R.S. 40:1379.3(N)(5) and 1796(A) are hereby amended and reenacted to
10 read as follows: 
11 §1379.3.  Statewide permits for concealed handguns; application procedures;

14	N.  No concealed handgun may be carried into and no concealed handgun
15 permit issued pursuant to this Section shall authorize or entitle a permittee to carry
16 a concealed handgun in any of the following:

18	(5)  A municipal building or other public building or structure, only if the
19 building or structure is utilized as the meeting place of the governing authority of a
20 political subdivision.

1 §1796.  Preemption of state law
2	A.  No governing authority of a political subdivision shall enact after July 15,
3 1985, any ordinance or regulation more restrictive than state law concerning in any
4 way the sale, purchase, possession, ownership, transfer, transportation, license, or
5 registration of firearms, ammunition, or components of firearms or ammunition;
6 however, this Section shall not apply to the levy and collection of sales and use
7 taxes, license fees and taxes and permit fees, nor shall it affect the authority of
8 political subdivisions to prohibit the possession of a weapon or firearm in certain the
9 commercial establishments and public buildings enumerated in R.S. 40:1379.3(N).
