HOUSE BILL NO. 180
BY REPRESENTATIVE CHARLES OWEN
TEACHERS/CERTIFICATION:  Provides relative to out-of-state teacher certification,
including provisions regarding notification to applicants and the certification to
eligible military spouses
1	AN ACT
2To enact R.S. 17:7.1(G), relative to teacher certification; to provide with respect to the
3 certification of out-of-state applicants; to provide a time frame in which the State
4 Board of Elementary and Secondary Education shall notify an applicant relative to
5 eligibility; to provide for the duration of out-of-state certification of spouses of
6 certain military personnel; to define military personnel for this purpose; and to
7 provide for related matters.
8Be it enacted by the Legislature of Louisiana:
9 Section 1.  R.S. 17:7.1(G) is hereby enacted to read as follows: 
10 ยง7.1.  Certification of teachers; certification of principals and superintendents;
11	certification of school psychologists

13	G.  Relative to out-of-state teacher certification, the State Board of
14 Elementary and Secondary Education shall:
15	(1)  Notify each applicant of the board's determination relative to his
16 eligibility not later than twenty days from receipt of the application.
17	(2)  Grant a five-year certificate to an eligible applicant who is the spouse of
18 military personnel serving in Louisiana.  For purposes of this Paragraph, "military
19 personnel" means either of the following:

1	(a)  A member of the armed forces of the United States.
2	(b)  A United States Department of Defense civilian or contract employee.

Abstract:  Relative to out-of-state teacher certification, requires the State Bd. of Elementary
and Secondary Education (BESE) to notify applicants relative to eligibility within
20 days of application and requires five-year certification of eligible military
spouses.
Present law provides for the powers and duties of BESE, including prescribing the
qualifications and providing for the certification of teachers.  Proposed law, with respect to
teachers from out-of-state seeking certification in La., requires BESE to do the following:
(1)Notify each applicant relative to his eligibility not later than 20 days from receipt of
his application.
(2)Grant a five-year certificate to an eligible applicant who is the spouse of military
personnel serving in La.  Defines "military personnel" as either of the following:
(a)A member of the U.S. armed forces.
(b)U.S. Dept. of Defense civilian or contract employee.
