STATE AGENCIES: Provides for parish offices of the Dept. of Children and Family
Services and the Dept. of Health
1 AN ACT
2To amend and reenact R.S. 46:54 and to enact Part II-A of Chapter 1 of Title 40 of the
3 Louisiana Revised Statutes of 1950, to be comprised of R.S. 40:27.11, relative to the
4 operations of the Louisiana Department of Health and the Department of Children
5 and Family Services; to provide for parish offices of the two departments; to
6 authorize the co-location of such offices; and to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1. Part II-A of Chapter 1 of Title 40 of the Louisiana Revised Statutes of
91950, comprised of R.S. 40:27.11, is hereby enacted to read as follows:
10 PART II-A. PARISH MEDICAID OFFICES
11 §27.11. Parish Medicaid offices
12 The Louisiana Department of Health shall establish in each parish of the state
13 a parish Medicaid office. The department may locate a parish Medicaid office within
14 a parish health unit provided for in Part II of this Chapter or a parish office of the
15 Department of Children and Family Services established pursuant to R.S. 46:54.
16 Section 2. R.S. 46:54 is hereby amended and reenacted to read as follows:
17 §54. Parish offices
18 A. There shall be in each parish of the state a parish office of the department;
19 provided that the. The department may unite two or more parishes and form a
20 district office form district offices to support the operations of parish offices in the

1 various regions of the state. All duties and responsibilities set forth in this Chapter
2 for parish offices shall also apply to the district offices.
3 B. The department may locate a parish office within a parish health unit
4 provided for in R.S. 40:12 et seq. or a parish Medicaid office established pursuant
5 to R.S. 40:27.11.
6 C. The purposes of the parish offices of the department shall be to facilitate
7 local administration of state child welfare functions, the Supplemental Nutrition
8 Assistance Program, the Family Independence Temporary Assistance Program, the
9 Kinship Care Subsidy Program, and any other program or service as determined by
10 the secretary of the department.

Abstract: Provides for parish offices of the Dept. of Children and Family Services and
parish Medicaid offices of the La. Dept. of Health.
Present law provides that there shall be in each parish of the state a parish office of the
Department of Children and Family Services (DCFS). Provides that DCFS may unite two
or more parishes and form a district office.
Proposed law revises present law to provide all of the following:
(1)There shall be in each parish of the state a parish office of DCFS.
(2)DCFS may form district offices to support the operations of parish offices.
(3)DCFS may locate a parish office within either of the following:
(a)A parish health unit provided for in present law.
(b)A parish Medicaid office established pursuant to proposed law.
(4)The purposes of the DCFS parish offices shall be to facilitate local administration of
state child welfare functions, the Supplemental Nutrition Assistance Program, the
Family Independence Temporary Assistance Program, the Kinship Care Subsidy
Program, and any other program or service as determined by the secretary of the
department.
Proposed law requires the Louisiana Department of Health (LDH) to establish in each parish
of the state a parish Medicaid office. Authorizes LDH to locate a parish Medicaid office
within either of the following:

(1)A parish health unit provided for in present law.
(2)A DCFS parish office provided for in present law and proposed law.
