[R.S. 1:13(B) and 24:177(E)] HB 335 Original 2020 Regular Session Huval Abstract: Authorizes the lieutenant governor and secretary of the Dept. of Culture, Recreation and Tourism to have designees serve in their absence on certain boards and commissions. Present law (R.S. 25:341) provides that the La. State Museum is established as a complex of facilities in the cities of Baton Rouge, Natchitoches, New Orleans, Patterson, Thibodaux, and Winnfield under the management and supervision of the office of the state museum of the Dept. of Culture, Recreation and Tourism (department). Provides that the museum is governed by a board of directors, which includes the secretary of the department. Proposed law retains present law but provides that the secretary's designee may serve in his stead. Present law (R.S. 25:841) provides that the La. State Arts Council is created and established as an agency of the state. Provides that the council consists of 24 members, including the secretary of the department. Proposed law retains present law but authorizes the secretary to designate a person to serve as a member of the council in his absence. Present law (R.S. 40:2501) creates the Interagency Recreation Bd. as a state agency in the Dept. of Public Safety and Corrections. Provides that the board is comprised of seven members, including the secretary of the department. Provides the secretary has full voting rights and all other rights of board members. Provides that the secretary of the department shall serve as secretary of the board. Proposed law retains present law but authorizes the secretary to designate a person to serve as a member of the board in his absence. Provides that the person has full rights and all other rights granted to the secretary. Present law (R.S. 49:1112) provides that the Volunteer La. Commission is established in the executive branch of state government in the office of the lieutenant governor. Provides that the commission shall consist of no fewer than 15 and no more than 25 voting members. Provides that the lieutenant governor serves as a nonvoting member. Proposed law retains present law but authorizes the lieutenant governor to designate a person to serve as a member of the board in his absence. Present law (Act No. 130 of 1896 R.S., §1) provides that New Orleans City Park is placed under control and management of the New Orleans City Park Improvement Assoc. incorporated under the laws of the state, by an act before Felix J. Dreyfous, Notary Public, on the 13th day of August 1891. Provides that the secretary shall be a member of the board of commissioners. Proposed law retains present law but authorizes the secretary to designate a person to serve as a member of the board in his absence.
