HLS 20RS-427 ORIGINAL 2020 Regular Session HOUSE BILL NO. 349 BY REPRESENTATIVE BEAULLIEU EDUCATION: Requires that data relative to college and career opportunities be compiled and distributed to high school students 1 AN ACT 2To enact R.S. 17:2926.1, relative to college and career readiness; to require the state 3 Department of Education to collect and compile information relative to 4 postsecondary education and the workforce; to require the distribution of such 5 information to high school students; to authorize the department to enter into 6 memoranda of understanding with other state agencies for this purpose; and to 7 provide for related matters. 8Be it enacted by the Legislature of Louisiana: 9 Section 1. This Act shall be known and may be cited as the "Students' Right to Know 10Act". 11 Section 2. R.S. 17:2926.1 is hereby enacted to read as follows: 12 ยง2926.1. College and career information; collection and distribution 13 A. The state Department of Education shall collect and compile the 14 following information relative to public postsecondary education institutions on an 15 annual basis: 16 (1) By type of institution, the average cost of attendance, graduation rate, 17 monthly student loan payment, and three-year student loan default rate. 18 (2) The following information relative to program completion and entry into 19 the workforce or the military: Page 1 of 4 CODING: Words in struck through type are deletions from existing law; words underscored are additions. HLS 20RS-427 ORIGINAL HB NO. 349 1 (a) The completion rates for apprenticeship programs, high school credential 2 programs, career and technical education programs, and first-term military 3 enlistments. 4 (b) The twenty most in-demand occupations in the state, including starting 5 salary and common degree levels associated with entering the occupation. 6 (c) The percentage of college graduates working in an occupation that does 7 not require a college degree. 8 (d) The average starting salary for graduates by type of institution. 9 (e) The average starting salary for career and technical education program 10 completers. 11 B. The department shall: 12 (1) Distribute this information to every public and approved nonpublic high 13 school in the state not later than October first annually for distribution to 14 sophomores, juniors, and seniors by school guidance counselors not later than 15 October fifteenth annually. 16 (2) Make this information readily available to the public through publication 17 on the department's website. 18 C. The department may execute a memorandum of understanding with any 19 state agency, board, or commission, including but not limited to the Board of 20 Regents, each public postsecondary education management board, and the Louisiana 21 Workforce Commission, for the purposes of implementing the provisions of this 22 Section. 23 D. For purposes of this Section, "type of institution" refers to the following 24 categories of public postsecondary education institutions: 25 (1) Four-year institutions under the management and supervision of the 26 Board of Supervisors of Louisiana State University and Agricultural and Mechanical 27 College, the Board of Supervisors of Southern University and Agricultural and 28 Mechanical College, or the Board of Supervisors for the University of Louisiana 29 System.
