RESEARCH & DEVELOPMENT: Provides relative to industrial hemp research
1 AN ACT
2To amend and reenact R.S. 3:1465(F), 1469(A), and 1471(C), relative to state-regulated
3 industrial hemp; to authorize McNeese State University to engage in industrial hemp
4 research; to add McNeese State University to the licensure and criminal penalty
5 exemptions applicable to universities involved in industrial hemp research; and to
6 provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 3:1465(F), 1469(A), and 1471(C) are hereby amended and reenacted
9to read as follows:
10 §1465. Licensure

12 F. The provisions of this Section shall not apply to the Louisiana State
13 University Agricultural Center, and the Southern University Agricultural Center, and
14 McNeese State University when performing research as provided for in R.S. 3:1469.

16 §1469. Industrial hemp research
17 A. The Louisiana State University Agricultural Center, and the Southern
18 University Agricultural Center, and McNeese State University are authorized to

1 cultivate, handle, and process industrial hemp and industrial hemp seeds for research
2 and development of new varieties.

6 C. The provisions of this Section shall not apply to the Louisiana State
7 University Agricultural Center, and the Southern University Agricultural Center, and
8 McNeese State University when performing research as provided for in R.S. 3:1469.

Abstract: Authorizes McNeese State University to conduct research on state-regulated
industrial hemp.
Present law authorizes the La. State University Agricultural Center (LSU Ag Center) and the
Southern University Agricultural Center (SU Ag Center) to cultivate, handle, and process
industrial hemp and industrial hemp seeds for research and development of new varieties.
Proposed law retains present law and adds McNeese State University to the list of schools
authorized to conduct industrial hemp research.
Present law exempts the LSU Ag Center and the SU Ag Center from licensure requirements
and criminal penalties in present law relative to industrial hemp and hemp seed producers,
growers, and contract carriers when those institutions perform industrial hemp research as
authorized by present law.
Proposed law retains present law and exempts McNeese State University from licensure
requirements and criminal penalties when engaged in research of industrial hemp as
authorized by proposed law.
