COURTS/COURT COSTS:  Provides for an extension of court costs collected by the Civil
District Court for the parish of Orleans
1	AN ACT
2To amend and reenact R.S. 13:996.67(D), relative to the imposition of court costs and
3 service charges by the Civil District Court for the parish of Orleans and the clerk of
4 court of the Civil District Court for the parish of Orleans; to provide for an extension
5 of time in which to impose such fees and charges; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 13:996.67(D) is hereby amended and reenacted to read as follows: 
8 ยง996.67.  Judicial building fund

10	D.  If by August 15, 2021, 2031, neither public bids have been let for
11 construction nor a lease agreement executed for a privately constructed facility for
12 use as a courthouse, then the authority provided in this Section to levy the additional
13 costs and charges shall terminate and be null and void.  Thereafter, no costs or
14 charges authorized in this Section shall be imposed or collected.  If the authority to
15 levy such costs and charges terminates as set forth herein, all funds collected and
16 deposited in the separate account as provided in this Section shall be used solely for
17 capital improvements to the facility then housing the Civil District Court for the
18 parish of Orleans.

Abstract:  Extends the deadline from Aug. 15, 2021, to Aug. 15, 2031, to let public bids for
construction or execute a lease agreement in order to retain the authority to levy
additional costs and charges by the Civil District Court for the parish of Orleans.
Present law authorizes and provides certain conditions for the Civil District Court for the
parish of Orleans and its clerk of court to impose the following additional costs of court and
service charges until the bonded indebtedness or lease obligation is paid.
Present law creates the Civil District Court for the parish of Orleans Judicial District Court
Building Commission for purposes of the construction and funding of the courthouse and
provides for membership of the commission.
Present law provides that if neither public bids have been let for construction nor a lease
agreement executed for a privately constructed facility for use as a courthouse by Aug. 15,
2021, then the authority to levy the additional costs and charges shall terminate and be null
and void.
Proposed law retains present law and extends the deadline from Aug. 15, 2021, to Aug. 15,
2031, to let public bids for construction or execute a lease agreement to retain authority to
levy additional costs and charges.
