Abstract: Requires enactment of a law by 2/3 of the elected members of each house of the
legislature to create a special fund in the state treasury, to increase or decrease the amount
of monies dedicated to a special fund, or to modify the purposes for which monies in a
special fund may be used or requirements for using monies.
