Abstract: Provides for a protected special fund which requires the enactment of a law by 2/3 of the
elected members of each house of the legislature to create the fund, to increase or decrease
the amount of monies dedicated to the fund, to modify the purposes for which monies the
fund may be used or requirements for using monies, or to repeal the fund.
Proposed constitutional amendment provides for a protected special fund which requires the
