Louisiana House Bill HB476 Comm Sub / Analysis

                    RÉSUMÉ DIGEST
ACT 86 (HB 476) 2020 Regular Session	Huval
Existing law provides for the creation of the La. Folklife Commission within the office of
cultural development of the Dept. of Culture, Recreation and Tourism (department). Further
provides that the commission shall be composed of 21 voting members, 18 of whom are
appointed by the governor and three of whom are ex officio members. Also provides that
each appointment by the governor is submitted to the Senate for confirmation. New law
provides for technical changes to the titles of certain member organizations.
Existing law provides for the creation of the La. Tourism Development Commission as an
agency within the department. Existing law provides that the commission is composed
primarily of members appointed by the lieutenant governor and that most of those
appointments are made from nominations submitted by specified organizations. Prior law
provided for the appointment of one member from nominations made by the La. Business
League. New law removes this appointment and reduces total commission membership
to 20. New law further provides for technical changes to the titles of certain nominating
organizations.
Existing law (R.S. 36:207) provides that the lieutenant governor appoints the assistant
secretaries for the various offices in the department, including the office of tourism, and
requires the La. Tourism Development Commission to submit nominees from among eligible
applicants to fill a vacancy in the assistant secretary for the office of tourism position.
However, prior law required the commission to submit its nominees to the governor. New
law requires that such nominees be submitted to the lieutenant governor.
Effective Aug. 1, 2020.
