RETIREMENT/FIREFIGHTERS: Provides relative to membership in the Firefighters'
Retirement System
1 AN ACT
2To enact R.S. 11:2253(A)(1)(c), relative to membership in the Firefighters' Retirement
3 System; to provide for membership of employees of Caddo Parish Fire Protection
4 District No. 7 and Caddo Parish Fire Protection District No. 8; and to provide for
5 related matters.
6 Notice of intention to introduce this Act has been published
7 as provided by Article III, Section 13 and Article X, Section
8 29(C) of the Constitution of Louisiana.
9Be it enacted by the Legislature of Louisiana:
10 Section 1. R.S. 11:2253(A)(1)(c) is hereby enacted to read as follows:
11 ยง2253. Membership
12 A. The membership of the retirement system shall be composed as follows:

15 (c) The governing authority of Caddo Parish Fire Protection District No. 7
16 and the governing authority of Caddo Parish Fire Protection District No. 8 may each
17 adopt a resolution or ordinance providing that its respective employees who are hired
18 on or after January 1, 2021, shall not become members of the retirement system if
19 the governing authority provides an alternative eligible retirement plan under Section
20 457(b) of the Internal Revenue Code for such employees.

Abstract: Provides that the governing authorities of Caddo Parish Fire Protection District
No. 7 and Caddo Parish Fire Protection District No. 8 may exclude their employees
from membership with the Firefighters' Retirement System (FRS).
Present law provides generally that any person who becomes an employee of a fire
department shall become a member of FRS as a condition of his employment. Proposed law
retains present law.
Proposed law authorizes Caddo Parish Fire Protection District No. 7 and Caddo Parish Fire
Protection District No. 8 to exclude their employees hired after Jan. 1, 2021, from
membership with FRS if the districts provide an alternative eligible retirement plan.
