Abstract: Provides that the governing authorities of Caddo Parish Fire Protection District No. 7 and
Caddo Parish Fire Protection District No. 8 may exclude their employees from membership
with the Firefighters' Retirement System (FRS).
Present law provides generally that any person who becomes an employee of a fire department shall
become a member of FRS as a condition of his employment. Proposed law retains present law.
Proposed law authorizes Caddo Parish Fire Protection District No. 7 and Caddo Parish Fire
Protection District No. 8 to exclude their employees hired after Jan. 1, 2021, from membership with
FRS if the districts provide an alternative eligible retirement plan.
