HOUSE BILL NO. 652
BY REPRESENTATIVE DUPLESSIS
FUNDS/FUNDING:  Provides relative to the dedication of proceeds from slot machines at
the pari-mutuel live racing facility in Orleans Parish
1	AN ACT
2To amend and reenact R.S. 27:392(C)(5) and (7) and to repeal R.S. 27:392(C)(3) and (4),
3 relative to the dedication of slot machine proceeds from pari-mutuel live racing
4 facilities in Orleans Parish; to establish the Fair Grounds Neighborhood Fund in the
5 state Treasury; to provide for the use of monies in such fund; to provide for an
6 effective date; and to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 27:392(C)(5) and (7) are hereby amended and reenacted to read as
9follows:

14	(5) Five Forty-five percent, not to exceed one three hundred thousand dollars
15 annually, shall be deposited in and credited to the Beautification Project for New
16 Orleans Neighborhoods Fair Grounds Neighborhood Fund, hereinafter referred to in
17 this Paragraph as the "fund", which is hereby established in the state treasury.
18 Monies in the fund shall be withdrawn only pursuant to appropriation by the
19 legislature and shall be used solely and exclusively by the Beautification Project for
20 New Orleans Neighborhoods, Inc to provide funding for the Fair Grounds

1 neighborhood in the City of New Orleans. Monies in the fund shall be invested in the
2 same manner as monies in the state general fund. Interest earned on the investment
3 of monies in the fund shall be credited to the fund. Unexpended and unencumbered
4 monies in the fund at the end of the fiscal year shall remain in the fund.

6	(7)  After making the deposits as required by Paragraphs (1) through, (2), (5),
7 and (6) of this Subsection, the state treasurer shall deposit in and credit to the New
8 Orleans Sports Franchise Assistance Fund which is hereby created in the state
9 treasury and which for purposes of this Paragraph shall be known as the "assistance
10 fund".  Monies in the assistance fund shall be appropriated and distributed each fiscal
11 year to the Louisiana Stadium and Exposition District for use only to fund
12 contractual obligations of the state to any National Football League or National
13 Basketball Association franchise located in Orleans Parish.  Monies in the assistance
14 fund shall be invested in the same manner as monies in the state general fund. 
15 Interest earned on the investment of monies in the assistance fund shall be credited
16 to the assistance fund.  Unexpended and unencumbered monies in the assistance fund
17 at the end of the fiscal year shall remain in the assistance fund.
18 Section 2. R.S. 27:392(C)(3) and (4) are hereby repealed in their entirety.
19 Section 3. The state treasurer is hereby authorized and directed to transfer any
20unencumbered balances remaining in the funds repealed and abolished in Section 2 of this
21Act to the Fair Grounds Neighborhood Fund after satisfying the appropriations for Fiscal
22Year 2019-2020.
23 Section 4. This Act shall become effective on July 1, 2020.

Abstract:  Repeals the Algiers Economic Development Foundation Fund and the New
Orleans Urban Tourism and Hospitality Training in Economic Development
Foundation Fund. Changes the Beautification Project for New Orleans
Neighborhoods Fund to the Fair Grounds Neighborhood Fund and directs the
funding from the 2 repealed funds into this new fund. 
Present law provides for the annual distribution of monies collected from slot machine
proceeds at the pari-mutuel live racing facility in Orleans Parish to the Algiers Economic
Development Foundation Fund, New Orleans Urban Tourism and Hospitality Training in
Economic Development Foundation Fund, and the Beautification Project for New Orleans
Neighborhoods Fund.
Proposed law repeals the Algiers Economic Development Foundation Fund and the New
Orleans Urban Tourism and Hospitality Training in Economic Development Foundation
Fund.
Proposed law changes the name of the Beautification Project for New Orleans
Neighborhoods Fund to the Fair Grounds Neighborhood Fund.
Proposed law provides that the Fair Grounds Neighborhood Fund receive 45% of the slot
machine proceeds in Orleans Parish not to exceed $300,000 annually. Appropriations from
the fund are to be exclusively used to provide funding to the Fair Grounds Neighborhood in
the City of New Orleans.
Effective on July 1, 2020.
