MTR VEHICLE/LICEN PLATES: Creates the "West Feliciana Parish Schools" specialty
license plate
1 AN ACT
2To enact R.S. 47:463.209, relative to motor vehicle special prestige license plates; to provide
3 for the "West Feliciana Parish Schools" special prestige license plate; to provide for
4 the creation, issuance, design, implementation, fees, distribution, and rule
5 promulgation applicable to such license plate; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 47:463.209 is hereby enacted to read as follows:
8 ยง463.209. Special prestige license plate; "West Feliciana Parish Schools"
9 A. The secretary of the Department of Public Safety and Corrections shall
10 establish a special prestige motor vehicle license plate to be known as the "West
11 Feliciana Parish Schools" plate, provided there is a minimum of one thousand
12 applicants for such plate. The plate shall be restricted to use on passenger cars,
13 pickup trucks, motorcycles, recreational vehicles, and vans.
14 B. The secretary shall work in conjunction with the superintendent of West
15 Feliciana Parish Schools, or his designee, to select the color and design of the plate,
16 provided it is in compliance with R.S. 47:463(A)(3). The design shall include the
17 words "West Feliciana Parish Schools".
18 C. The special prestige license plate shall be issued, upon application, to any
19 citizen of Louisiana in the same manner as any other motor vehicle license plate.

1 D. The department shall collect an annual royalty fee of twenty-five dollars
2 that shall be disbursed in accordance with Subsection E of this Section. This royalty
3 fee shall be in addition to the standard motor vehicle license tax imposed by Article
4 VII, Section 5 of the Constitution of Louisiana, and a handling fee of three dollars
5 and fifty cents for each plate to be retained by the department to offset a portion of
6 administrative costs.
7 E. The annual royalty fee shall be collected by the department and forwarded
8 to the West Feliciana Parish Public School System.
9 F. The secretary shall promulgate rules and regulations as are necessary to
10 implement the provisions of this Section.
11 Section 2. The Department of Public Safety and Corrections, office of motor
12vehicles, is hereby directed to create the special prestige license plate when the applicable
13statutory provisions are met and its system is updated to accommodate the creation of new
14plates.

there is a minimum of 1,000 applicants for such plate.
Proposed law requires the secretary to work in conjunction with the superintendent of West
Feliciana Parish Schools, or his designee, for the color and design of the plate.
Proposed law specifies the license plate will be issued to any citizen of La. in the same
manner as any other motor vehicle license plate.
Proposed law requires the department to collect an annual royalty fee of $25 in addition to
the standard motor vehicle license tax and a $3.50 handling fee for each plate to be retained
by the department to offset a portion of administrative costs.
Proposed law requires the monies received from the royalty fees to be forwarded to West
Feliciana Parish Public School System.

Proposed law requires the secretary to adopt rules and regulations to implement the
provisions provided in the proposed law.
Directs the office of motor vehicles to create the "West Feliciana Parish Schools" specialty
license plate when the applicable statutory provisions are met and its system is updated to
accommodate the creation of new plates.
