RÉSUMÉ DIGEST ACT 340 (HB 690) 2020 Regular Session Amedee Existing law provides for governance of a recognized political party by one state central committee and a parish executive committee for each parish. Provides that members of the state central committee and the parish executive committees are elected every four years at the same time as the presidential preference primary election. Prior law prohibited the extension of the term of a committee member beyond the term for which he was elected. New law removes prior law. New law provides that the terms of parish executive committee members shall extend until successors are qualified and elected. New law provides that if an election for state central committee members does not occur at the same time as the 2020 presidential preference primary, the election for state central committee members shall occur at the next regularly scheduled runoff election. Existing law provides two alternatives regarding composition of a party's state central committee. Prior law provided that one alternative was applicable to a political party with which 30% of less of the registered voters in the state were affiliated (alternative two) and the other alternative was applicable to other political parties (alternative one). New law authorizes a recognized political party to choose which provision for composition it wishes to operate under. Existing law provides for state central committee composition as follows: Alternative one:The committee is composed of 210 members, with two members being elected from each district from which members of the La. House of Representatives are elected. Alternative two: The committee is composed in accordance with a plan adopted by the committee itself and submitted to the secretary of state. However, provides that a governor who is affiliated with the party or his designee is a member of the committee and each member of congress who is affiliated with the party is a member of the committee. Prior law provided that if no plan for composition was adopted pursuant to alternative two, the committee would be composed of 144 members with one member elected from each of the districts from which members of the La. House of Representatives and the Senate were elected. New law removes prior law. Effective upon signature of governor (June 13, 2020).
