RÉSUMÉ DIGEST ACT 294 (HB 697) 2020 Regular Session McCormick New law modifies provisions for the Shreveport Metropolitan Planning Commission of Caddo Parish (commission) by removing prior law that provided as follows: (1)Provided that the geographical jurisdiction of the commission could extend up to five miles beyond the municipal limits of Shreveport. (2)Provided for the authority of the Caddo Parish governing authority (police jury) to jointly create the commission with the governing authority of Shreveport. (3)Provided for appointments to the commission by the police jury. (4)Provided for appropriation of funds for the commission by the police jury. (5)Provided for the police jury to be involved in the adoption of a master plan for the physical development of the area. (6)Provided for police jury participation in overriding the commission's disapproval of a public way, utility, building, or school. (7)Provided for police jury adoption of a zoning plan recommended by the commission. (8)Provided for the police jury to appoint members of the board established to hear appeals of zoning decisions. Prior law required the commission members to be residents and qualified voters of Caddo Parish. New law requires that they be residents and qualified voters of Shreveport. Prior law required a two-thirds vote of the membership of a governing authority to override a disapproval action by the commission. New law requires only a majority of the membership to override such an action by the commission. Effective Jan. 1, 2022. (Amends R.S. 33:140.1-140.36)
