MTR VEHICLE/LICEN PLATES: Creates the "LSU National Champions" specialty
license plate
1 AN ACT
2To enact R.S. 47:463.209, relative to motor vehicle special prestige license plates; to
3 establish the "Louisiana State University National Champions 2019" specialty
4 license plate; to provide for the creation, issuance, design, implementation, fees,
5 distribution, and rule promulgation applicable to such license plate; and to provide
6 for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 47:463.209 is hereby enacted to read as follows:
9 ยง463.209. Special prestige license plates; Louisiana State University National
10 Champions 2019
11 A. The secretary of the Department of Public Safety and Corrections shall
12 establish a special prestige motor vehicle license plate to be known as the "Louisiana
13 State University National Champions 2019" plate, provided there is a minimum of
14 one thousand applicants for such plate. The plate shall be restricted to use on
15 passenger cars, pickup trucks, recreational vehicles, motorcycles, and vans.
16 B. The secretary shall work in conjunction with the Louisiana State
17 University Board of Supervisors to select the color and design of the plate, provided
18 it is in compliance with R.S. 47:463(A)(3). The design shall include the year "2019".
19 C. The special prestige license plate shall be issued, upon application, to any
20 citizen of Louisiana in the same manner as any other motor vehicle license plate.

1 D. The department shall collect an annual royalty fee of twenty-five dollars
2 that shall be disbursed in accordance with Subsection E of this Section. This fee
3 shall be in addition to the standard motor vehicle license tax imposed by Article VII,
4 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and
5 fifty cents for each plate to be retained by the department to offset a portion of
6 administrative costs.
7 E. The annual royalty fee shall be collected by the department and forwarded
8 to Louisiana State University to be used for LSU Foundation awards.
9 F. The secretary shall promulgate and adopt rules and regulations as are
10 necessary to implement the provisions of this Section.
11 Section 2. The Department of Public Safety and Corrections, office of motor
12vehicles, is hereby directed to create the special prestige license plate when the applicable
13statutory provisions are met and its system is updated to accommodate the creation of new
14plates.

vehicles, issue a special prestige license plate to be known as the "Louisiana State University
National Champions 2019" license plate, provided there is a minimum of 1,000 applicants
for such plate.
Proposed law specifies that the plate is restricted to use on passenger cars, pickup trucks,
recreational vehicles, motorcycles, and vans.
Proposed law requires that the secretary work in conjunction with La. State University Bd.
of Supervisors to select the color and design of the plate and requires that the year "2019"
be displayed on the plate.
