1 AN ACT
2 To enact R.S. 47:463.209, relative to motor vehicle special prestige license plates; to
3 establish the "Louisiana State University National Champions 2019" specialty
4 license plate; to provide for the creation, issuance, design, implementation, fees,
5 distribution, and rule promulgation applicable to such license plate; and to provide
6 for related matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 47:463.209 is hereby enacted to read as follows:

11 A. The secretary of the Department of Public Safety and Corrections shall
12 establish a special prestige motor vehicle license plate to be known as the "Louisiana

1 State University National Champions 2019" plate. The plate shall be restricted to
2 use on passenger cars, pickup trucks, recreational vehicles, motorcycles, and vans.
3 B. The secretary shall work in conjunction with the Louisiana State
4 University Board of Supervisors to select the color and design of the plate, provided
5 it is in compliance with R.S. 47:463(A)(3). The design shall include the year "2019".
6 C.(1) The special prestige license plate shall be issued, upon application, to
7 any citizen of Louisiana in the same manner as any other motor vehicle license plate.
8 (2) Application for a special prestige license plate under this Section
9 constitutes prior written consent and instruction by the applicant to the department
10 to provide his name, address, and birth date to Louisiana State University. The
11 secretary shall ensure that the application for the plate includes a statement granting
12 such consent.
13 D. An annual fee of fifty-one dollars shall be paid to Louisiana State
14 University for each license plate issued as provided in this Section.
15 E. The tax for the plate shall be the standard motor vehicle license tax
16 imposed by Article VII, Section 5 of the Constitution of Louisiana.
17 F. The department shall collect the annual fee required by Subsection D of
18 this Section for each license plate. The department shall retain one dollar from each
19 annual fee to offset administrative costs. The remainder of the fee shall be
20 forwarded to Louisiana State University. The amount forwarded to the institution
21 shall be considered to be a charitable donation to Louisiana State University by the
22 applicant.
23 G. The secretary shall establish such rules and regulations as are necessary
24 to implement the provisions of this Section, including but not limited to rules and
25 regulations governing the collection and disbursement of fees, the transfer and
26 disposition of such license plates, the colors available, and the design criteria.
27 H. The monies received by Louisiana State University shall be used solely
28 for academic or financial need-based scholarships.
29 I. Upon the signing of a contract authorizing the use of the logo of Louisiana
30 State University , the secretary of the Department of Public Safety and Corrections

1 shall establish the "Louisiana State University National Championship Plate 2019"
2 in accordance with the provisions of this Section.
3 J. The special license plate authorized by this Section shall not be subject to
4 the design requirements provided for by R.S. 47:463(A)(3).
5 K. In the event the motor vehicle registration system of the office of motor
6 vehicles is re-engineered, or other technology is otherwise made available to the
7 office of motor vehicles that would allow for the issuance of special prestige license
8 plates by the office of motor vehicles, then upon the promulgation of rules by the
9 department providing for issuance of a personalized prestige plate under the
10 provisions of this Section, an applicant may request such plate at no additional cost
11 to the applicant above the annual fee as provided in this Section and the annual
12 vehicle registration license tax as provided in R.S. 47:451 et seq.
