HOUSE BILL NO. 773

MTR VEHICLE/LICEN PLATES:  Creates the "New Orleans Pelicans" specialty license
plate
1	AN ACT
2To enact R.S. 47:463.209, relative to motor vehicle special prestige license plates; to
3 establish the "New Orleans Pelicans" specialty license plate; to provide for the
4 creation, issuance, design, fees, implementation, distribution, and rule promulgation
5 applicable to such license plate; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 47:463.209 is hereby enacted to read as follows:
8 ยง463.209.  Special prestige license plate; "New Orleans Pelicans"
9	A.  The secretary of the Department of Public Safety and Corrections shall
10 establish a special prestige motor vehicle license plate to be known as the "New
11 Orleans Pelicans" plate, provided there are a minimum of one thousand applicants
12 for such plate.  The plate shall be restricted to use on passenger cars, pickup trucks,
13 recreational vehicles, motorcycles, and vans.
14	B.  The secretary shall work in conjunction with the vice president of
15 governmental relations and business operations for the New Orleans Saints and New
16 Orleans Pelicans to select the color and design of the plate, provided the design is in
17 compliance with R.S. 46:463(A)(3).
18	C.  The special prestige license plate shall be issued, upon application, to any
19 citizen of Louisiana in the same manner as any other motor vehicle license plate.

1	D.  The department shall collect an annual royalty fee of twenty-five dollars
2 that shall be disbursed in accordance with Subsection E of this Section.  This fee
3 shall be in addition to the standard motor vehicle license tax imposed by Article VII,
4 Section 5 of the Constitution of Louisiana and a handling fee of three dollars and
5 fifty cents for each plate to be retained by the department to offset a portion of
6 administrative costs.
7	E.  The annual royalty fee shall be collected by the department and forwarded
8 to the New Orleans Pelicans in equal amounts.
9	F.  The secretary shall promulgate and adopt rules and regulations as are
10 necessary to implement the provisions of this Section.
11 Section 2. The Department of Public Safety and Corrections, office of motor
12vehicles, is hereby directed to create the special prestige license plate when the applicable
13statutory provisions are met and its system is updated to accommodate the creation of new
14plates.

Proposed law requires the Dept. of Public Safety and Corrections to issue a special prestige
license plate to be known as the "New Orleans Pelicans" license plate, provided there is a
minimum of 1,000 applicants for such plate.
Proposed law requires the secretary to work in conjunction with the vice president of
governmental relations and business operations for the New Orleans Saints and New Orleans

the standard motor vehicle license tax and a $3.50 handling fee for each plate to be retained
by the department to offset a portion of administrative costs.

Orleans Pelicans in equal amounts.
