HOUSE BILL NO. 863

DRUGS/CONTROLLED:  Authorizes certain individuals licensed by the Louisiana State
Board of Private Security Examiners to administer naloxone and other opioid
antagonists
1	AN ACT
2To enact R.S. 37:3284.1, relative to security officers licensed by the Louisiana State Board
3 of Private Security Examiners; to provide for the administration of certain
4 medication; to authorize contract security companies licensed by the Louisiana State
5 Board of Private Security Examiners to adopt a policy relative to the supply and
6 administration of opioid antagonists; to provide for  training relative to such
7 administration; and to provide for related matters.
8Be it enacted by the Legislature of Louisiana:
9 Section 1. R.S. 37:3284.1 is hereby enacted to read as follows: 
10 ยง3284.  Administration of medication; training of security officers
11	The board may adopt a policy that authorizes a contract security company,
12 as defined in R.S. 37:3272, to maintain a supply of naloxone or other opioid
13 antagonists and authorizes a security officer to administer naloxone or other opioid
14 antagonist to a person in the event of an actual or perceived opioid emergency. Such
15 a policy shall require that security officers receive at least six hours of general
16 training, including training or emergency administration from a registered nurse or
17 a licensed medical physician prior to being authorized to perform such
18 administration. A contract security company that does not adopt such a policy shall
19 not be subject to civil liability for failing to authorize such supply or administration.

Abstract:  Authorizes contract security companies licensed by the La. State Board of
Private Security Examiners to adopt a policy relative to the supply and
administration of naloxone and other opioid antagonists. 
Proposed law authorizes contract security company licensed pursuant to present law to adopt
a policy to maintain a supply of naloxone and allow contract security officers of the security
company to administer naloxone or other opioid antagonist to a person in the event of an
actual or perceived opioid emergency. 
Proposed law further provides that such a policy shall require that a security officer receive
at least six hours of general training from a registered nurse or licensed medical physician
prior to being authorized to perform such administration. 
Proposed law also adds that a contract security company that does not adopt a policy shall
not be subject to civil liability for not authorizing such supply or administration.
