HOUSE CONCURRENT RESOL UTION NO. 7
BY REPRESENTATIVE ZERINGUE
HIGHER ED/BD REGENTS: Directs the Bd. of Regents to include recommended funding
distributions for each public postsecondary education system and institution in the
funding formula report that it is required to submit to the legislature by March 31st

2To direct the Board of Regents to include recommended funding distributions for each
3 public postsecondary education system and institution in its annual funding formula
4 report to the legislature.
5 WHEREAS, the Constitution of Louisiana provides for the powers, duties, and
6responsibilities of the Board of Regents relating to public institutions of postsecondary
7education, including formulating and making timely revision of a master plan for
8postsecondary education, which, at minimum, shall include a formula for equitable
9distribution of funds to such institutions; and
10 WHEREAS, R.S. 17:3129 requires any formula adopted by the Board of Regents
11for funding institutions of postsecondary education in the ensuing year to be annually
12reported to the House Committee on Appropriations, the House Committee on Education,
13the Senate Committee on Finance, and the Senate Committee on Education not later than
14March thirty-first of each year; and
15 WHEREAS, when submitting this report, the Board of Regents customarily sends
16its recommended funding distributions for each system but not for each institution; and
17 WHEREAS, in order for the legislature to make fully informed decisions relative to
18postsecondary education funding, it is imperative that the Board of Regents include its
19recommended funding distributions for each institution when submitting the funding formula
20to the legislature.

1 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
2direct the Board of Regents to include recommended funding distributions for each public
3postsecondary education system and institution in its annual funding formula report to the
4legislature.
5 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
6chairman of the Board of Regents and the commissioner of higher education.
