HLS 20RS-1581 REENGROSSED 2020 Regular Session HOUSE CONCURRENT RESOL UTION NO. 71 BY REPRESENTATIVES SCHEXNAYDER AND GAROF ALO LICENSING: Authorizes and directs suspension of licensing fees imposed on businesses by state agencies and licensing boards 1 A CONCURRENT RESOL UTION 2To authorize and direct state agencies and licensing boards to adopt emergency rules 3 suspending fees that are imposed on businesses until the final adjournment of the 4 2021 Regular Session of the Legislature of Louisiana. 5 WHEREAS, many Louisiana businesses have felt a financial hit due to stay-at-home 6orders and social distancing measures in place since the beginning of March 2020 in light 7of the global pandemic caused by the novel coronavirus; and 8 WHEREAS, economic fallout from the pandemic has made abundantly clear how 9important businesses are to the fabrics of communities; and 10 WHEREAS, as businesses prepare to reopen and recover, state agencies have an 11opportunity to support them by suspending licensing fees; one less expense for business 12owners and operators during this difficult time can make a positive impact on their 13livelihoods, their communities, and the economy. 14 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 15authorize and direct state agencies and licensing boards to suspend licensing fees imposed 16on businesses as part of a response to and way to help businesses reopen and recover from 17COVID-19. 18 BE IT FURTHER RESOLVED that agencies and boards are directed to suspend such 19fees until final adjournment of the 2021 Regular Session of the Legislature of Louisiana. 20 BE IT FURTHER RESOLVED that the provisions of this Resolution shall not apply 21to any state agency or licensing board estimated to be able to operate for fewer than one and Page 1 of 2 HLS 20RS-1581 REENGROSSED HCR NO. 71 1a half years on reserve funds pursuant to the Legislative Auditor's report of boards and 2commission's financials for the state's 2019 fiscal year.
