HOUSE CONCURRENT RESOL UTION NO. 74

HEALTH: Requests that CARES Act funding be made available to the state for testing and
be distributed to heathcare systems
1 A CONCURRENT RESOL UTION
2To urge and request the state of Louisiana through the Louisiana Department of Health, or
3 any other state agency as may be deemed appropriate, to expedite the distribution of
4 funding as provided through the CARES Act, Public Law 116-136, to Louisiana
5 healthcare systems.
6 WHEREAS, the United States Congress and the president of the United States are
7providing support to healthcare providers fighting the COVID-19 pandemic through the
8CARES Act, Public Law 116-136, and the various programs that this law enacted which
9provide one hundred seventy-five billion dollars in relief funds to hospitals and other
10healthcare providers on the front lines of the coronavirus response; and
11 WHEREAS, such funding will be used to support healthcare-related expenses or lost
12revenue in healthcare systems attributable to COVID-19 and to ensure that Americans can
13get testing and treatment for COVID-19; and
14 WHEREAS, recognizing the particular impact that the COVID-19 pandemic has had
15on healthcare systems in Louisiana, the legislature is extremely concerned about the
16economic harm resulting from this impact; and
17 WHEREAS, funding provided through the CARES Act will help public health
18departments across America to continue to battle COVID-19 and expand their capacity for
19the vital functions of testing, contact tracing, and containment.
20 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
21urge and request the state of Louisiana through the Louisiana Department of Health, or any

1other state agency as may be deemed appropriate, to expeditiously provide CARES Act
2funding to healthcare systems in Louisiana.
3 BE IT FURTHER RESOLVED that on or before June 1, 2020, the Louisiana
4Department of Health, or any other state agency as may be deemed appropriate, shall report
5data on the distribution of funding called for in this Resolution to the House Committee on
6Appropriations, the Senate Committee on Finance, the House Committee on Health and
7Welfare, the Senate Committee on Health and Welfare, and the David R. Poynter Legislative
8Research Library.
9 BE IT FURTHER RESOLVED that legislative authority for the request provided for
10in this Resolution shall terminate on August 1, 2020.
11 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
12governor and the secretary of the Louisiana Department of Health.

Resolution to the House Committee on Appropriations, the Senate Committee on Finance,
and the legislative committees on health and welfare.
Provides that legislative authority for the report shall terminate on August 1, 2020.
