HOUSE CONCURRENT RESOL UTION NO. 80
BY REPRESENTATIVE SCHEXNAYDER
UNEMPLOYMENT COMP:  Requests the Louisiana Workforce Commission to provide
clear, consistent, and easily accessible explanations of unemployment benefits and
potential ramifications
1	A CONCURRENT RESOL UTION
2To urge and request the Louisiana Workforce Commission to provide clear, consistent, and
3 easily accessible explanations of unemployment benefits and potential ramifications.
4 WHEREAS, the state of Louisiana was dealt a serious blow when it was struck by
5the unprecedented pandemic known as the coronavirus or COVID-19; and
6 WHEREAS, the COVID-19 pandemic has left a staggering economical impact on
7businesses and residents statewide; and
8 WHEREAS, as a result of the statewide shut down of non-essential businesses and
9operations, there has been an increase in the number of individuals who have filed for
10unemployment benefits; and
11 WHEREAS, the purpose of unemployment benefits is to provide temporary financial
12assistance to a worker unemployed through no fault of his own; and
13 WHEREAS, the Louisiana Workforce Commission is the department charged with
14the administration of unemployment benefits; and
15 WHEREAS, the Louisiana Workforce Commission has received funds through the
16federal CARES Act, Public Law No: 116-136 and has begun to disburse payments, since
17April 13, 2020; and 
18 WHEREAS, individuals and employers look to the Louisiana Workforce
19Commission for guidance regarding the administration of unemployment benefits; and

1 WHEREAS, employers, who have suffered an economic blow as a result of the
2COVID-19 pandemic, are anxious to reopen businesses and operations; and
3 WHEREAS, with the reopening of businesses, there will be a need for employees to
4return to their jobs; and 
5 WHEREAS, there has been concern about economic stability with plans to reopen
6the state's economy; and  
7 WHEREAS, there is some uncertainty in regards to employees returning to work and
8those who may not return to work and will continue to receive unemployment benefits. 
9 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
10urge and request the Louisiana Workforce Commission to provide clear and consistent
11explanations of unemployment benefits and potential ramifications so the public may have
12a better understanding of how unemployment benefits are administered during the COVID-
1319 pandemic. 
14 BE IT FURTHER RESOLVED that the legislative authority for the request provided
15for in this Resolution shall terminate on August 1, 2020.
16 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
17secretary of the Louisiana Workforce Commission.
