HOUSE RESOLUTION NO. 23
BY REPRESENTATIVE FIRMENT
A RESOLUTION
To commend Jessica Borland of South Grant Elementary School on being named 2020
Louisiana Elementary Teacher of the Year.
WHEREAS, Jessica Borland is a graduate of Grant High School in Grant Parish; she
graduated from Northwestern State University, where she received a bachelor's degree in
psychology in 2004; and
WHEREAS, prior to teaching, she worked as an optician; in 2008, Ms. Borland
accepted her first teaching position as an Algebra I and geometry teacher at Grant High
School; in 2011, she transferred to South Grant Elementary School, where she currently
teaches fourth grade math; in 2013, Ms. Borland received her elementary education
certification from Louisiana College in Pineville, Louisiana; and
WHEREAS, in 2018, Ms. Borland was named the math content leader at South Grant
Elementary School, and, in May of the same year, she was named the school's "Teacher of
the Year"; she has also served as a lead sponsor of the 4-H Club for four years, and she
served on the school improvement team for three years; and
WHEREAS, on July 19, 2019, at the annual Cecil J. Picard Educator Excellence
Symposium and Celebration in Baton Rouge, Ms. Borland was honored as the 2020
Louisiana Elementary Teacher of the Year; and
WHEREAS, Jessica Borland is an example of hard work and dedication and her
commitment to education and to the youth of Louisiana is certainly worthy of recognition.

THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend Jessica Borland of South Grant Elementary
School on being named the 2020 Louisiana Elementary Teacher of the Year by the Louisiana
Department of Education and does hereby extend sincere hopes and best wishes for
continued success as she educates Louisiana's children.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Jessica Borland of South Grant Elementary School.
