HLS 20RS-1706 ORIGINAL 2020 Regular Session HOUSE RESOLUTION NO. 33 BY REPRESENTATIVE ECHOLS INSURANCE/GROUP-STATE: To authorize and direct the Office of Group Benefits to study options for reducing state and participant premiums 1 A RESOLUTION 2To authorize and direct the Office of Group Benefits to study options for reducing premiums 3 for participants and employers and to report its findings to the Legislature no later 4 than December 31, 2020. 5 WHEREAS, providing for the health and welfare of current and former state and 6school district employees is an obligation the legislature does not take lightly; and 7 WHEREAS, health insurance costs are increasing nationally as our society reaps the 8benefits of living longer; and 9 WHEREAS, identifying and capitalizing on opportunities to improve health 10insurance benefits for those who provide essential services to our state and our communities 11while simultaneously creating an opportunity for savings for the state is a fiscally prudent 12action; and 13 WHEREAS, having the Office of Group Benefits meet with key stakeholders and 14study options for improved benefits and cost savings and report its findings to the legislature 15will help the state move forward on more sound fiscal footing. 16 THEREFORE, BE IT RESOLVED that the House of Representatives of the 17Legislature of Louisiana does hereby authorize and direct the Office of Group Benefits to 18study options for reducing premiums for participants, retirees, and employers and to report 19its findings to the House Committee on Appropriations no later than December 31, 2020. 20 BE IT FURTHER RESOLVED that in executing this study the Office of Group 21Benefits shall seek input from key stakeholders, such as retired stakeholder groups including Page 1 of 2 HLS 20RS-1706 ORIGINAL HR NO. 33 1but not limited to: AARP; the Retired State Employees Association; the Louisiana Retired 2Teachers Association; the Louisiana Association of Health Plans; and retired judges. 3 BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the 4chief executive officer of the Office of Group Benefits and director of each organization 5listed above.
