CONDOLENCES: Expresses condolences on the death of Judge Andrew Brutton Gallagher
1 A RESOLUTION
2To express the condolences of the House of Representatives upon the death, on April 11,
3 2020, of Judge Andrew Brutton Gallagher.
4 WHEREAS, Andrew Brutton Gallagher was born on September 21, 1929, in
5Cincinnati, Ohio, to Andrew Cadwalleder and Dulce Brutton Gallagher; after his parents'
6deaths, he was raised by his aunt and uncle, Harry and Bertha Brutton; and
7 WHEREAS, Judge Gallagher graduated from Walnut Hills High School in
8Cincinnati; he earned his bachelor's degree from Washington & Lee University and received
9his juris doctorate from Washington & Lee University Law School; and
10 WHEREAS, after graduating from law school, Judge Gallagher joined the United
11States Army reserves and was stationed in Berlin, Germany during the Korean War and parts
12of the Cold War; and
13 WHEREAS, after his service, Judge Gallagher moved to Louisiana and attended the
14LSU Paul M. Hebert Law Center; in 1961, he started practicing law, and his practice
15included serving as the legal officer of the Caddo Juvenile Court; and
16 WHEREAS, in 1979, he was elected as a Caddo Juvenile Court Judge, a position he
17held until his retirement in 1999; during his time on the bench, Judge Gallagher was an
18advocate for the Juvenile Justice Program in Northeast Louisiana, and he served on the
19committee that compiled the Louisiana Children's Code; and
20 WHEREAS, Judge Gallagher was civically active throughout his career; he served
21on the boards of the Rutherford House, the Court Appointed Special Advocates, the

1Louisiana Commission of Law Enforcement, and other organizations, was a member of the
2Shreveport Bar Association, the Louisiana District Judges Association, and many others, and
3served as president of the Louisiana Council of Juvenile and Family Court Judges; and
4 WHEREAS, Judge Gallagher is remembered by his family as a gentle man who was
5always ready and willing to help anyone in need; he was an avid fan of the Cincinnati Reds,
6the Cincinnati Bengals, and the LSU Tigers; he also cherished his fifteen-year friendship
7with his beloved chocolate Labrador, Belle; and
8 WHEREAS, the Honorable Judge Andrew Brutton Gallagher leaves to cherish his
9memory his wife, Marilyn; his daughter, Laura Gallagher Amberson, and her husband Joe;
10his sons, John Andrew Gallagher, and his wife Camille, and Patrick Thomas Gallagher, and
11his wife Mary; his grandchildren; and one great-grandson; and
12 WHEREAS, Judge Andrew Brutton Gallagher was a true servant of the people and
13he will be dearly missed by all who knew and loved him.
14 THEREFORE, BE IT RESOLVED that the House of Representatives of the
15Legislature of Louisiana does hereby express heartfelt condolences on the death of Judge
16Andrew Brutton Gallagher; does hereby thank Judge Gallagher for his work to serve the
17youth and families of the state of Louisiana; and does hereby extend sincere hopes and
18wishes that his family find comfort during this somber time.
19 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
20family of Judge Andrew Brutton Gallagher.
