ENROLLED 2020 Regular Session HOUSE RESOLUTION NO. 65 BY REPRESENTATIVES SEABAUGH, BAGLEY, GLOVER, JENKINS, MCCORMICK, PHELPS, AND PRESSLY A RESOLUTION To express the condolences of the House of Representatives upon the death, on April 11, 2020, of Judge Andrew Brutton Gallagher. WHEREAS, Andrew Brutton Gallagher was born on September 21, 1929, in Cincinnati, Ohio, to Andrew Cadwalleder and Dulce Brutton Gallagher; after his parents' deaths, he was raised by his aunt and uncle, Harry and Bertha Brutton; and WHEREAS, Judge Gallagher graduated from Walnut Hills High School in Cincinnati; he earned his bachelor's degree from Washington & Lee University and received his juris doctorate from Washington & Lee University Law School; and WHEREAS, after graduating from law school, Judge Gallagher joined the United States Army Reserve and was stationed in Berlin, Germany, during the Korean War and parts of the Cold War; and WHEREAS, after his service, Judge Gallagher moved to Louisiana and attended the LSU Paul M. Hebert Law Center; in 1961, he started practicing law, and his practice included serving as the legal officer of the Caddo Juvenile Court; and WHEREAS, in 1979, he was elected as a Caddo Juvenile Court Judge, a position he held until his retirement in 1999; during his time on the bench, Judge Gallagher was an advocate for the Juvenile Justice Program in Northeast Louisiana, and he served on the committee that compiled the Louisiana Children's Code; and WHEREAS, Judge Gallagher was civically active throughout his career; he served on the boards of the Rutherford House, the Court Appointed Special Advocates, the Louisiana Commission on Law Enforcement, and other organizations, was a member of the Shreveport Bar Association, the Louisiana District Judges Association, and many others, and served as president of the Louisiana Council of Juvenile and Family Court Judges; and Page 1 of 2 HR NO. 65 ENROLLED WHEREAS, Judge Gallagher is remembered by his family as a gentle man who was always ready and willing to help anyone in need; he was an avid fan of the Cincinnati Reds, the Cincinnati Bengals, and the LSU Tigers; he also cherished his fifteen-year friendship with his beloved chocolate Labrador, Belle; and WHEREAS, the Honorable Judge Andrew Brutton Gallagher leaves to cherish his memory his wife, Marilyn; his daughter, Laura Gallagher Amberson, and her husband Joe; his sons, John Andrew Gallagher, and his wife Camille, and Patrick Thomas Gallagher, and his wife Mary; his grandchildren; and one great-grandson; and WHEREAS, Judge Andrew Brutton Gallagher was a true servant of the people and he will be dearly missed by all who knew and loved him. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby express heartfelt condolences on the death of Judge Andrew Brutton Gallagher; does hereby thank Judge Gallagher for his work to serve the youth and families of the state of Louisiana; and does hereby extend sincere hopes and wishes that his family find comfort during this somber time.
