TOPS.  Provides relative to enrollment requirements for the TOPS-Tech Award. (gov sig)
1	AN ACT
2 To enact R.S. 17:5027(E), relative to TOPS-Tech Award eligibility; to provide relative to
3 the time period to enroll in an eligible postsecondary institution as a first-time
4 freshman; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 17:5027(E) is hereby enacted to read as follows:
7 ยง5027. Postsecondary institution enrollment

9	E. Effective for the 2020-2021 award year and thereafter, for the
10 purposes of the TOPS-Tech Award as provided in this Chapter, the student
11 shall enroll in an eligible college or university as a first-time freshman not later
12 than the date of his thirty-fifth birthday.
13 Section 2.  This Act shall become effective upon signature by the governor or, if not
14 signed by the governor, upon expiration of the time for bills to become law without signature
15 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
16 vetoed by the governor and subsequently approved by the legislature, this Act shall become
17 effective on the day following such approval.

Present law provides that to be eligible for a Taylor Opportunity Program for Students award
the student shall enroll in an eligible college or university as a first-time freshman not later
than the semester, excluding summer semesters or sessions, immediately following the first
anniversary of the date that the student graduated from high school.
Proposed law provides that, effective for the 2020-2021 award year and thereafter, to be
eligible for the TOPS-Tech Award, the student shall enroll in an eligible college or
university as a first-time freshman not later than the date of his thirty-fifth birthday.
Effective upon signature of the governor or lapse of time for gubernatorial action.
