SENATE BILL NO. 24

SCHOOLS.  Prohibits membership in, and participation in competition sponsored by, an
intrastate extracurricular athletic association or organization that does not provide equal
opportunity to students to participate in sports by age, year of attendance, or gender. (gov

1	AN ACT
2 To enact R.S. 17:176(G); relative to school interscholastic extracurricular athletic programs;
3 to prohibit certain schools from being a member of, or participating in any
4 competition sponsored by, organizations that do not provide equal opportunity for
5 students to participate in sports by age, year of attendance, or gender; and to provide
6 for related matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 17:176(G) is hereby enacted to read as follows:
9	ยง176. Extracurricular activities; interscholastic athletics; participation;
10 standards; prohibitions; filming or videotaping; definitions

12	G. Notwithstanding any other law to the contrary, no public school or
13 nonpublic school approved by the State Board of Elementary and Secondary
14 Education that receives funds from the state may be a member of, or participate
15 in any competition sponsored by, any intrastate interscholastic extracurricular
16 athletic association or organization that does not provide an equal opportunity

1 to every student at the student's earliest level of entry to immediately
2 participate in any sport by age, year of attendance, or gender with no delayed
3 eligibility requirements imposed due to type, classification, or location of the
4 school in which the student is enrolled.
5 Section 2.  This Act shall become effective upon signature by the governor or, if not
6 signed by the governor, upon expiration of the time for bills to become law without signature
7 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
8 vetoed by the governor and subsequently approved by the legislature, this Act shall become
9 effective on the day following such approval.

Present law regulates public schools and nonpublic schools that receive public funds
regarding membership in, and participation in any competition sponsored by, an intrastate
interscholastic extracurricular athletic association or organization.
Proposed law retains present law and further prohibits any public school or nonpublic school
approved by the State Board of Elementary and Secondary Education that receives funds
from the state from being a member of, or participating in any competition sponsored by,
any intrastate interscholastic extracurricular athletic association or organization that does not
provide to every student at the student's earliest level of entry to an equal opportunity to
immediately participate in any sport by age, year of attendance, or gender with no delayed
eligibility requirements imposed due to type, classification, or location of the school in
which the student is enrolled.
Effective upon signature of the governor or lapse of time for gubernatorial action.
